Going through my platform, I saw that I did not put in enough detail about my military plans. After many people have asked, I decided to go a little more in-depth with the subject. Here goes...
Military Re-structure:
This is of the utmost importance in a Jay administration. Although it is only really one branch that needs it, the others will be implementing some of the outside of game ideas I have. So I will start out on the re-structure and end with implementations.
1. Recruiting drive. I want the Army (and possibly the NG) to start massive recruiting drives that include PM, media, and IRC. I will direct Symr to form a U.S. Army Recruitment Center Org. and the accompanying media. Also in that order he will form the first team of U.S. Army recruiters, who will work through that org and IRC to recruit and retain citizens to serve. These recruiters would ONLY be responsible for recruiting, nothing else. When the quota for active soldiers is met, recruiting will shut down, to reopen when and if it is needed. I will talk it over with Symr, but I believe an 800 mark would be feasible. As soon as officers clear recruits, the become soldiers and are immediately assigned to a platoon and company. I will leave platoon/company size up to Symr, I trust his judgment. I will recommend a company size of 100, he can add and subtract from there. I will also be introducing a first for the armed forces. The Army will house a defensive tank battalion. Army Special Forces. These will be the players who decide to join the army at a high strength level. It will be set up similar to 1st Recon, being a company with units, slightly smaller than platoons. These soldiers will be stationed in high risk areas for potential attack. That's right, deployable Army. Their mission will be defend the nation at all costs. I will also set up gold reserves for BOTH 1st Recon and Army Special Forces. I believe if we made weekly budgeted donations, there will be plenty of gold to fund missions.
2. Less officers, more grunts: Ok. This may get some heat, but I still think it's a good idea. I believe that the Army can run on less officers and more soldiers. Now in RL, it is the same way, except with the addition of enlisted NCO's (Non-Commissioned Officer). My plan is to stop the officer line at Company Commander. Rank: Full Colonel. NCO's will run anything under that. Each platoon in each company will have a platoon First Sgt (platoon leader) and a platoon Sgt.(his assistant). Symr can play with ranks, his choice. So, a look at what it would look like.

To me, a much more efficient way to run things.
Army QMG will be a seperate entity as well. Symr can decide how he wants to set this up. Also, the Marine Corps QMG will be it's own entity. They will have their own framework, commanders, and soldiers. The marines may want to look into the idea of supplying the MCQMG with low strength recruits that aren't qualified for battle yet. Would be a good way to introduce them to military life.
Accounting: Ok this is where it becomes ACTUAL work. All branches will set up their own accounting sections with an officer running it, and a team of clerks. They will be located out of the QMG's office and will record and document every single penny they spend on supplies, number of weapons distributed, moving tickets etc. It will be managed with googledocs, and be mandatory for all branches to submit bi-weekly expenditures to the president, who in turn will inform congress. These numbers will be archived in their entirety.
Outside email mass mailing: I will mandate that ALL soldiers, officers, etc., supply an email address that can be used for orders, echos etc. The email will be supplied on entry to add to the database. I have yet to determine the host for this, I will probably go with MSN/Live. Main reason I will go with that is the fact it includes the MSN messenger, and a way to instant message would be a good feature to add too. Anyway, it will basically work like this. Print specific orders on the military forums, then mass mail a notification to all soldiers. They basically get orders in seconds, rather than hours. Would benefit greatly to have something like this in emergency situations also. People can be messaged to do anything in a matter of minutes. Better communication leads to a much more fluid military.

As you all know, I am running for president. I need as much support as I can get, so talk it up, pm, and talk to the various party pres's about endorsements. Also, thanks to our current PP ultionis for his tireless work for this party. I think he deserves another term, and believe he will get it. 😃

Jay, i like some of your ideas but as a military officer, i believe your intentions would be very hard to implement. Furthermore, i think it makes a lot more work and requirement to those of us already working hard (less fun time).
I would be up for all of this but MSNlive. I am an open source enthusiast and decade long linux user. I would join mercenary forces before MSN. I know my paltry Level 14, 4.9 strength, and Corporal status probably wont remotely color your actions, but they should.
JJ - Not bad. As a National Guard Officer I can see this would take a lot of work. I am not sure if you are mainly directing this towards the Army, but I hope so. I think some restructuring might be ok, but don't put too much onto the officers. Remember that this is a game, and we are supposed to have fun. I can't speak for the Army, but I know those of us in the NG are busting our butts for this country, and do a lot of "not fun" stuff". We are almost always short on good, hard working officers. Don't cut their number or you may risk burning out the good ones we have right now.
Actually, it will be easier with the outside mass mailer, and with IRC. Communication will be easier with less people clogging the lines. More officers mean more hands the info goes through. This way, Symr can send an email to every single soldier giving them orders. then its just up to the officers to get them going. I know there is a little more work added, but people have been screaming for us to be a little more accountable and organized. That takes work.
Maj. Hoss has a point, although I agree with the idea about mass msging via email and fast comunication using msgr.
JJ - I am all for accountability. But your going to be putting a lot of work on each officer. Knoj brought up the point on IRC that not everyone will give out their e-mail, nor do they come onto IRC. I think e-mail might be ok, would like to test it out first before making it official.
I can't speak for the Army, so I won't. But I know here in the 2nd Div. we have a lot of platoons with well over 30 recruits. If you get rid of some of the officers and group them together then that is getting to be a headache. Plus several of us fill multiple roles on the ladder.
Don't get me wrong. I am all for having a President who knows the military. Even more so one who want to work on it and make it better. So don't take my messages the wrong way. I am just providing input from an average officer. Keep them coming JJ!
John Jay, I like the idea of more soldiers, but we don't have enough officers. The army is encouraging enlistees to wait and transfer remain in the National Guard's Expanded Platoons? However, we shouldn't just sign up officers, we need good leaders.

I do, and guys, you are forgetting about NCO's. They will take some of the work load too.
Plus, most of the work officers do is emailing in game their soldiers. I, with the mass mailing/MSN have taken away at least 50% of their workload. Adding 10% back to that isn't too bad, IMO.
Husker, I do understand those concerns, and agree kind of. I think my way will let generals pick the best people they can for these positions. Because in reality, the less you have to cover your ass with, the more likely you are to do your own job. Too much of this happens daily, with officers covering each other mailing and such. It won't be that way with officers being able to put out orders at the click of a button. Plus, it will make mission planning easier, along with QMG efforts. The more time we can commit to planning battles and their supplies, the better off we will be in the long run.
Good plan. You have your shit together John Jay. Symrstar is doing an excellent job in reorganizing the Army. Support from our President can only improve on what has already been done.

When you suggest "bi-weekly" reports of spending, do you mean "every-other week" (which is how I understand "bi-weekly")? That would mean you (as pres.) would monitor them only twice during your presidential term!
Perhaps you meant "two times a week." Sounds like a lotta reporting, and a lotta effort generating those reports. Somebody's gotta ask, is all that effort necessary? (Maybe, eUSA's a big, big place.)
One question though J.J. in your plan, will you provide equal weapons/monetary support for the National Guard as well as the Army and the Marines? This is a question im sure many Guardsmen are thinking as well as myself.

The bi weekly reports go to congress...I will monitor daily the expenditures. Along with the JCS and CIA.
Yes all branches will be supplied and funded. And we will do it efficiently. Each branch will start or choose an org that will be used as a "piggy bank" of sorts. The reason I wish to do this. The generals of the organizations are trusted individuals. I see no reason for letting gold sit in these orgs ready for use at a moments notice. And if you wish to get even more technical, what other established govt program needs money to operate? Seriously, there is very little this govt can spend gold on, military being the largest. If we can't spend money there, we are screwed.
About the NG. I want to make all division of the NG and aArmy deployable. Except for the congressmen, of course. I am personally tired of the marines carrying our country on their back to victory, or being the goats for a loss. If we send troops overseas to help our allies, I believe we should give our all. What is the point of keeping 7/8's of your military home to just be chastised by our allies for not helping out. This will change.
Perrin as far as this being questionable at best, all but two on the JCS saw the plan and liked it. Symr and Armandez have issues with some of the details, and they will be worked out. I have respect for these individuals, and am sure we can compromise if need be.
im also NG (hoss is my CO) and i think you should create a good budget for us. iv only boughtin one Q1 wepon and i have a 5 dollar job and i usally pay for my moving tickets.
i feel i that NG is neglected and we arnt givin credit for defending the nation ex. Northwest

I am currently working out budgets with military advisers. The NG will get full consideration, as will all branches.
How did you know Norris and me had a beef? Are you a spy? :/
As far as I'm aware in the NG, a platoon is run by a lieutenant with assistance from a sergeant. Since I am an officer, I think I know. This is semi-analogous to life. In life, a company is run by a captain, not a colonel or lieutenant.
It seems like a pointless renaming of positions just to get rid of "officers" by adding "non-commissioned" to our titles. If there is some kind of restructuring I'm missing, then please enlighten me. But I take away from your article that "a rose by any other name would smell just as sweet."
Anything has to be better than the current state of the NG.
NG is better than the Army at the moment from what I was told. I was just placed in the 3rd NG division instead of an Army division. Still great officers and communication to the troops still during peace time.
