You only communicated to vote yes after you propose the law. You didn't elaborate for what the funds will be used, even thought you were asked several times, and you failed to pay the concession deals. This opened the question if the funds will be used for the good of Belgium. This is my personal opinion and the reason I voted no.

I personally voted “no” because there was no purpose given for the monies use. The closest you came to an answer was “I stated clearly that once we have consolidated it all, as in what can we currently afford, what do we want to prioritize etc...”, which tells me absolutely nothing.
Now we have another donate law proposal from you, again with no clear explanation of where these monies are going nor where the previous monies have gone.

Well, when money is sent from NBB for use, I will let you all know. The purpose is clear. It needs to be available in the NBB so we can fulfil our payment obligations. The purpose of a bank org is to store money for use, not use it as yet.

What obligations? Per your Consultative Process – Day 4774, regarding concession deal payments, you promised “I will update this article with the amounts that we are to pay by the end of today”. I may have missed it, but 2 days later I haven’t seen any update.

Add to this the apparent failure of eBE to pay their portion of some or all concession deals and I have to ask why additional funds are needed and what happened to the previously transferred monies?

Hello, care for the president to explain why she made her comment to me in that way? I find nothing suspicious about banning someone for breaking the Terms of Service and attempting to threaten me? Please do enlighten me on the reason as to why Genesis felt the need to mention both the private name of a long dead ePlayer as well as some vague comments about "my exact whereabouts"? Does HOPE support such veiled comments that in my opinion serve to threaten and scare me?

Also on the reasoning why I voted no: The information given to me by the government didn't inspire any confidence. I asked repeadetly what programs were being planned, both the Prime Minister and the CP said they had no plans whatsoever, the Prime Ministers answer was just longer but basically the same as Genesis answer. We also didn't get any update on the amounts of our concession partners, nor any mention in this article that the government is pending their answer.

Also the Lottery wasn't suggested to the people in full transparency, not even a vote or asking for information about the lottery. It just appeared out of nowhere. I guess transparency of the government is limited to what it wants to tell us. If the lottery was already ready and planed, why not tell me in my requests for information that a Lottery is planned? Is the Lottery a state secret related to war that needs to be redacted? Or is transparency simply a "chose whenever you want it to be" kinda concept?

In terms of the lottery, it was planned between the last article and this one. As it is an income-generating project, not costing the taxpayer anything, I felt that launching it was fine. I am sure that you won't find that acceptable, and I have made it clear that our form of Direct Democracy would be focused on transparency, not on a referendum, congress bypassing system. I believe we are achieving this

Yet I have not solely asked for programs that will cost the taxpayers. I asked for any form of social program that will help players. The Lottery is one of such projects, to help players. And since this was done between the last article and this one, why not take the time to answer accordingly as my question was asked after the article was published?

In line with HOPE policy, we will not be dismantling the programs started by your party. BHA will continue for instance. Any other form of programs will not be to the cost of the taxpayer at the moment. I am actually balling to understand what you are asking. Perhaps we should try on Discord.

Between the last article and the first lottery article yesterday evening, there was 1 day. You are telling me that the program was created in that short time span but couldn't include the lottery in your answers to me yesterday? When I specifically asked what plans the government had in mind, the only answer that I received was "We're working on a number but they're being approved but you can make any suggestions for new programs" So the Lottery was approved within hours, then taken down because it was clearly against the Terms of Service. How come you couldn't include the lottery in your answers to me yesterday while you were actively working on said lottery. Why post the lottery without any advice from our citizens who could have told you that the Lottery as it was presented yesterday was against the Terms of Service? How come you can answer so many of these questions yet refuse to address the temporary ban and comments from your President who you are claiming was suspiciously banned by the admins?

The Lotto idea was conceived this week. We needed to find a way of getting funding to pay for BHA, and concessions seeing that we did not have access to the orgs. It was implemented as an emergency measure to ensure that there was some funding coming it. In the rush, we missed the Lotto rule in the Rules Amendment and Gyantse was kind enough to point out the rule, and the program was pulled for further development. This program should be considered in development, which is why I am asking for ideas here.

The org issue I believe has been sorted now. Hope that clarifies things.

So, for now, one week left of term, there will be no changes to any existing programs. Lotto might be launched if we can make it viable.

days have passed since the announcement of new aid programs but nothing is on the horizon, not even in terms of ideas it would seem (unless it is a copy / paste).

I wonder where is the spirit of immediate and urgent action that was so reproached to the previous government.and what the government is doing about this,considering that the country has stalled since it took office.

Since I've joined this game, Belgium had a quite a handful of programs that helped people: We had a Military Unit for younger players who received free guns and food to support their growth. We had a military unit that provided free guns and food through communes that were sponsored by the state. We had training ground subsidies both to upgrade them as well as to train. We had several subsidies for creating companies.

But lets not deflect from current things, Genesis, please tell me what you mean by my exact whereabouts and why you mentioned the RL name of a player. Why use veiled threats and break ingame rules? Are you so stuck in the past that this is the only way to deal with us? To use veiled threats and private information? Have to stoop that low because your arguments don't work?

I don't see your point living in the past Genesis. People who were around 10 years ago are mostly gone and no longer around. But since you already pointing how previous governments failed at everything, your party with you in the government, was leading the government for three months in that period and all people remember about that time is a failed attempt to steal our treasury.

You are here talking how unprepared you were to take the government, and yet we were listening for months how active your party is and what plans you have. We don't even have the full government (or at least we weren't informed about it) and there is only one, maybe two people, who at least do something to govern.

I'd like the government to take the time to tell us were the money will go *before* making the donation law. You don't just move money to have it available for use at your best convenience, that's completely against democracy and transparency.

I said in the article that we did in fact vote down these laws before. In our case, it had to do with transparency and this being a key value of HOPE. I was just interested in why ATO decided to vote it down. I think it has been made clear in the comments here
