HI. I'M BARRY SCOTT!!!!

Actually in reality I'm CptChazbeard. Well not in reality but in this game I'm CptChazbeard. After not being elected to congress this term I'm absolutely desperately to get back into those messages in case St. Aecio Neves one day returns to them, so I thought I'd run for CP instead.

Please, dear reader, please bear in mind it's a bank holiday Monday here. Delirious with boredom I may have produced a wall of text on the military module that's in part an analysis and in part to show I do have some ideas to bring to the table...also that I'll take it seriously.

So on with the bollocks...

We're Weak...
As the 32nd most populous country we currently produce a notable lack of damage per citizen (DPC), recently languishing around the high 40s in tanks though our aircraft damage is more in tow with our population, ranking in the low 30s.
In our alliance we are the worst offenders when it comes to DPC too; however with Lithuania moving on to greater things our overall damage within Orion is now more precious.

Alarming Stuff?
Well yes and no. It's an undeniable truth that citizens produce far more damage whilst they are in direct conflict. In our alliance France, Canada, Cuba and Estonia all have TP opportunities on a regular basis at present. The Netherlands are the only other nation without regular direct war however their damage is propped up massively by two citizens in particular.

To further highlight this uncomfortable fact we typically lay down 2-4 billion damage per day. During our last direct war (the airstrike against Paraguay) we averaged around 15 billion damage per day over three days. We are capable.



Selfish
We're often accused of not pulling our weight on the battlefield but just about every country on the whole is guilty of this True Patriot bias, doubtless there are individuals who go above and beyond for their allies but every country goes in harder for their own interests. Why would you not? There are far more rewards available fighting for your own nation and also there's a very real emotion that comes to the fore even in a game...pride. On top of this your country has a clear directive where to concentrate damage.

We have 12 MPPs of which all bar Spain have been involved in direct conflict regularly, whether training war or not, and these come with associated wars. Macedonia for example have been maintaining a presence in Argentina, Ireland and India meaning this one country in our stack could face up to 6 battles at any one time though assistance is seldom required in their smaller colonies.

Assuming we spread ourselves thin then basically on a 'good average' day for the eUK any nation receiving anywhere in the region of 200m damage from the us is getting their fair share. Though they can look at the stats and see this represents a tiny percentage, it is still a fair total considering our limitations.


Can This Be Improved?

Of course it can through damage concentration. Though our prowess on the battlefield is never going to match the largest nations; being the 45th hardest tanking nation doesn't mean we're restricted to being the 45th most effective. Two billion in damage concentrated in the right places is far more valuable than ten billion pissed up the wall overkilling in a training war. 

Ireland for example are a small nation but in the recent past have been effective at focusing their limited damage in the right places. Not only this but they were very good at making a big song and dance about it whenever they do, it makes no difference to their achievements but it does remind their allies that when they show up they often do in force.

Direct Communication
It's no secret that I'm a believer in direct communication over articles and therefore I will be reinstating the Hellfire Club (albeit renamed).

By pooling together our commanders and fighters in group mails we can ensure orders and more detailed discussions are relayed directly to the players. Sensitive information such as battle timings and resistance wars are better discussed behind closed doors and it gives players the opportunity to add their opinions to proceedings.

To try to limit spam in each thread players would placed into smaller groups than previously with a tiered system. i.e. Group A would be commanders of larger fighting forces privy to more intricate information whereas Group D would be younger players where more relevant information for them could be relayed. They're more likely to have questions that commanders and top fighters wouldn't have thus avoiding irrelevant spam for them.

Commanders will be told what our overall priorities are and each week a list of Battle Priorities will be issued so that auto-DOs should land on the right battles.

Overall this should stop our damage being spread too thin and make us a more organised and effective fighting force.

Articles
This isn't to say articles will fall by the wayside. What I would be looking for though is more of an update on overall campaigns, how we've faired in them and how our military is fairing overall. A combination of story telling and statistical analysis.

Supplies
On top of regular supplies for eUK citizens I'm going to try something different.

In all honesty this has been the one field that has often left me scratching my head. How do you reward activity yet ensure help is evenly distributed? For example we can't do means testing (150k Strength doesn't mean the player is swimming in money) and rewarding units means supplies can be going to foreign players. I'm not against this but in an ideal world any incentives we offer should be an incentive to move to the eUK, rewarding playings irrespective of their C/S negates this.

I honestly believe most players in the eUK are quite honest. Those who don't need the help probably won't take it so an opt in method could work.

So if elected I will be looking to utilising Campaign Orders in place of increased supplies in what ultimately will be an experiment with the results measured. Though I will stump up the initial cash (in case it's an absolute failure) I will try to make it sustainable and report back to congress with our findings to see whether it's worth future government investment.

Here's a brief run down of how it would work out:

UK Citizens Only
- By utilising the advanced option we can ensure rewards go only to our own citizens.
Fair(ish) Rates
- Rates will be set so hopefully players earn around the same return for their efforts with higher rates in lower divisions. .
Easy to Monitor
- Expenses are easy to track through COs. This will help identify where improvements are needed.
Damage Concentration
- A base rate of COs will be placed on the most important campaign (CoTD) daily with increased rates in the most important battles. By offering a cash incentive this should increase our presence and damage in important rounds.
Investment
- By putting money into players pockets we will be investing taxes back into the community and rewarding activity. The COs will be on top of regular supplies and the cash can therefore be used to wherever the player sees fit.
Opt In/Activity
- Players merely need to fight in the right battles and click a button to receive the cash, removing unnesecary 'red tape' or workload on the MoD. It also means the rewards are going to players actively fighting.


As previously mentioned this is firmly experimental so I have no idea how successful it will be, but it's worth a shot! Further details will be released upon implemention.


Alliance and Allies
I won't dwell on this too much without it seeming like an attack on our allies or certain individuals which it is not. Somewhere along the line though there is a breakdown in communication and we often seem the last to know any details leaving us unprepared or looking daft. (South America, Cuba-Estonia A/S, Pacifican MPPs, Lithuania leaving [doesn't merit discussion?]...)

If our alliance sphere wants the best from us and we are wanting to give the best then this needs to be remedied and quickly. It's not a cop out but without being in government it's hard to know exactly where the current problem is though an eerily similar pattern is emerging to what many of us fought against in the past. Domestically we can be as organised as we like but without knowing where to fight or what's coming up then we'll still be ill prepared.

I'll make a very few important points though:
- This is in no way a criticism of allies as allies, indeed the problem is probably at our end or in the interim, the damage laid down for us in the recent past is evidence enough of how good our allies can be.
- I have no intention of pissing people off. I'll even start using the Telegram App again.
- The ultimate goal is to improve our productivity as a nation and worth to allies.


Aviation

It's very dubious as to whether or not perception will be added to this module as it will likely impede new players in much the same way it does in the tank division. So for now we have to work on the basis that firepower will only increase with each rank; the module is relatively new (bear in mind eRep will soon celebrate 10 years of existence) so it's still worth investing in.

Obviously supplies by way of Q1 missiles is a no no as it'd just be ludicrously expensive and unsustainable, we're talking hundreds of thousands each week to fully supply our airforce.

My firm belief is that most of our lower strength players should be fighting solely in aviation battles for the time being whilst training as much as they can. This will keep their experience ticking along whilst simultaneously increasing their battlefield prowess in both tanks and aviations. This is a long term goal deigned to bolster our airforce – each round currently worth two rounds of tank damage [barring epic battles] – whilst reinforcing our higher divisions in the future.

In much the same way and for the same reasons as the tank division, investment will initially be made via COs for UK citizens. My overall aim is to add 1million plus damage each week and have us regularly breaking into the top 30.


Military Guide
During the term I would like for a comprehensive guide for players on how best to work within the military module. Strategy, strength, fighting, battle screen, rewards, how best to profit etc etc. It will hopefully become the point of reference guide for new and returning players.


Roles In Government (Monthly Salary)

Minister of Defence (75k)
-Head up the overall MoD
-Assume duties of the MoFA*
-Maintain a presence in meetings and messages.
-Contribute to articles
Ideal candidate: A player with experience working within the government and specifically the Ministry of Defence. Would have to be willing to use external applications such as Telegram, primarily for meetings but a regular presence would be ideal. MoFA experience would be a bonus but not essential.

Deputy Minister of Defence (50k)
- Aid out wherever necessary within the Ministry of Defence.
- Contribute to articles
Ideal candidate: Someone with a bit of spare time to help messaging players, keeping articles updated etc. An ideal position for a less experienced player looking to get involved with the government.

Quarter Master (50k)
- Responsible for supplies and setting 'base' Cos.
Ideal candidate: I'm looking for a player with experience of setting COs and willing to dish out supplies. You would have to keep a track of costs/supplies sent but on a usual day it would just be a case of “20 x 10Q7W and 20 x 100Q5F”, COs can easily be monitored via the MU you will be issued with.

Communications and Statistics Officer (50k)
- Using all available resources keep a track of how our military is fairing.
- Produce weekly statistical analysis to be produced in Ministry of Defence articles.
Ideal candidate: You would be asked to keep a note of statistics pertaining to our military and initiatives and produce a weekly report. You would have to be willing to or already use scripts and external websites as well as looking into the information available in game. A list of what we're looking for and where to obtain information will be provided.


OVERALL
It may sound like a mammoth task but I'm looking for everyone, myself included to muck in and spread the work load. Ultimately we're asking for players to contribute a 10-20 minutes a day on average where necessary, though if you're asked to attend a meeting that could be longer.

I will be paying salaries this term to reward players as I am looking for this department to go above and beyond what it has done for quite some time. This salary will be paid weekly over four weeks...if you haven't done eff all then obviously don't expect to get paid.

More intricate details of roles will be given upon take up.
