The only thing I don't understand about the training war; Why do it in the first place?

It allows us to gain True Patriot point which earns cc. It allows you to use energy to make damage which allows lots of benefits. We don't actually have to really fight another country so no CO is spent. No individual has to use up reserves of EBs, bombs, weapons, food, etc.
