One of the main things our non-bearded overlord has proposed this month, is a reshaping of the governance systems, or as many others have termed, circlejerk. To cut a long story short, the vocal minority of one who pushed for a complete codification of every possible situation, has since departed our shores. In his wake, we have a bloated process which few bother to understand, and even fewer follow.

In the current system of Dictator - Government - Congress, there needs to be a much simpler system, which instead of dictating process, simply dictates roles. Instead of having a constitution that we expect each branch of government to follow (although by now we're all quietly accepting this will hardly ever be the case), we simply need a system which offers each President, and each successive Congress a template on which they can build their own processes and approaches. Whilst I can understand that Arrlo, as well as others have made the case for cutting the role of dictator to fix this issue, I think that spending a million CC is just one part of any solution; ultimately there will be a day where our dictator is removed. Until that day arrives, however, my proposal is simply as follows.

It is time to cut the bureaucracy and accept the realities of the game that we're for some reason, still playing. We cannot bind future governments or congresses with detailed processes based on an if A then B approach. First and foremost, such an approach is without a doubt, not working, and not being followed because it is not working. Secondly, with an ever decreasing population, it's hard enough to fill cabinet, let alone congress with people who have the time or drive to care about and enforce such an approach. As such, I offer the following as a template to replace our 'Constitution';

The Dictator
- Will push buttons as/when instructed to by the President, or a Minister.

The President
- Will tell the dictator which, if any, minister(s) can make emergency proposals in his/her absence.
- Will run 'Head of Congress' elections promptly each month
- Will select a cabinet and be responsible for the day to day running of the country.
- Will ensure congress is given a clear explanation of any in-game proposal and why such a proposal is being made
- Is ultimately responsible for any and all decisions and actions of cabinet.

Congress
- Will vote for a leader who will be responsible for the running of congress as and how they see fit.
- Will hold the government to account by requesting reports as and when they feel necessary.
- Will individually decide whether to support any government in-game proposal or not

Party Presidents
- Will nominate one congressmember on the 26th to run for 'Head of Congress' and ensure that this nomination is given to the President in a timely manner.


Any suggestions or improvements are welcome, and I encourage congress/the speaker to continue this discussion to ensure that as soon as possible, a more realistic and streamlined system of governance is in place.
