The Canadian Military and Funding

Alright, so some two-bit player told me about his half-baked idea and asked me write an article for him. Even though it's a really bad idea, I decided to humor him and make his day. Ugh, wasting my time...
But in all seriousness, my friend weezo1 asked me to write an article on his behalf. We had planned on originally posting it in his newspaper, but due to the fact that he doesn't currently have Canadian citizenship and just because my newspaper will (hopefully?) get more publicity, we're posting it here instead!
Now, a few days ago another good friend Vrykolaus posted a similar-themed article about military funding, and in response we've come up with this!
Now, Canada has been going through difficult times. Our battles against our enemies have proven that much. But it isn't so much the fact that we're weaker than our enemies. It's the fact that we're not organized.
We waste a lot of our hits for nations that don't need them, because the wall is too high one way or the other. Money is given to military units that don't work at full capacity and efficiently or have many players that don't fight. As a smaller nation than some of the superpowers near us, we need to use our limited funding and hits wisely. Which is why I'm proposing an overhaul to the way we fund our troops.
We would have two branches to our military, the Canadian National Military and the independent MUs. The national military fights for the priority battle, and little else. We work as a collective unit to support our allies most in need and defeat the most sinister of enemies. We can't waste our limited damage on battles that aren't important and allies that are doing fine on their own. The priority battle will always be in eCanada's best interest. That way, players are encouraged to give their all to fight the fights we need to fight.
And in return for good service, we spend our taxes to support the military. Good, consistent supplies are always given to the men and women that fight for the nation. This will give even more incentive to join the military. You fight to serve your nation, and get top-notch funding and goodies. Maybe even a bouncy house!
Alright, you may say. But I want to run my own MU! Other variants of this include 'yo g i want mai own crib', 'pfft the military is so mainstream', and 'durr im drunk so i cans be in charge'. But it's a valid point. How will the independent MUs be handled?
Independent MUs can ask for funds to help build infrastructure. An MU short on cash can ask for some pocket money to get on its feet. But for the most part, independent MUs will be just that: independent. They won't receive the level of funding that the Canadian military receives. In fact, the ultimate goal is that they won't need any funding at all. Independent MUs will be for small groups of wealthy players that want to make an impact in lesser battles and can afford more weapons then provided by the military. They will have a great deal of flexibility, and can pretty much be our mercenaries. For those that can survive on their own and want that sort of freedom, an independent MU is a great idea.
No matter your fighting power, I think it's clear that our current system isn't optimal. The combined power of a national military and privately owned MUs can make Canada a formidable fighting force in the coming days. Whether you're an army man or a merc, we must strive to improve our nation's organization, for today and for the future.

Its a great idea, however I don't know how many people are willing to switch MU's
Although once you take away funding and they don't get supplies, they are practically forced to move to the CAF.
I think having a single national army is a good idea, personally, but there were reasons why TCO popped up earlier in the game. The whole structure of the army would have to be made pretty much from scratch, for how it was run and organized, but on the whole, and idea that might make eCanada more effective on the battlefield
I grew up in this game with 1ronman tanks that eCanada mega-funded to lead us in battle.
That's all I need to remember and it's enough to form an opinion that may not be worth sharing here.

I'll say what Plugson isn't saying. Or at least what I think's decided not to say.
eCanada put the majority of their funding into a couple of players. Sure they were super strong, but it left nothing for the majority of the other players. Then when those super players decided they didn't want to play any more... the investment went up in smoke. That's why you don't put all your eggs in one basket.
Not only that, they found other ways to take more than their fair share after they already got more than they deserved.
It was despicable and I've been playing to counter that ever since.
btw, the 1ronmans still exist and they still run the show. Once you cut down the MU Funding Act and put in some of the other models being bandied about, eCanada will be back where it started. Look at its proponents and you'll notice who is most likely in line to get some of that top notch battle damage funding.
Battles mean so little in the short term.They are won and lost and given multiple chances because the game is just one long repetitive auto-war. Decisive battle planning is restricted to a handful players involved and even fewer key battles.
Building player stats and giving people something small to feel appreciated by(ie. MU supplies) provides more than what tanking will give in the long run.The game is run by credit cards now and competing with our tax dollars is doing it wrong.
Smaller units are easier to scrutinise and make accountable. When the CAF were the sole receiver of funding they were so large that there was little accountability and it simply became a gravy train for a select few.
What is needed to increase efficiency in battles is a capable MoD (Eric Last comes to mind) to coordinate the MU's.

And maybe it is overly optimistic of me, but I'd like to believe that a majority of actively and invested players will be a greater force than a handful with credit cards. Especially in terms of sustainability.
I'd agree that eCanada military could be a lot more organized. When I was in Congress that was one of the first things that shocked me. No large oversight of battle plans. In any other browser war game I've played that the first and foremost position filled. Even from a political stand point, it's basic Hobbe's Natural Law. The fundamental building blocks of government. You must have an organized military force.
Yes this game is a series of long battles, but in the long run those battles do direct the coarse of the game and in turn the success of countries.
I see government cutting funding to MUs not for any political mandate, but because the eCanada government can no longer afford them. And no not because the taxes were lowered, but because our tax base, the active player population of eCanada has been steadily declining. No player wants to stay in a country were the tax rate was nearly double any other country.
The strength of MUs is the individual player activity that they encourage. People want to be able to run there own show. I'd rather have 10 active players in 10 different MUs then one player in one large MU.
Now that being said, as eCanada supplies these MUs so too should they follow the general command of eCanada. Our bullets, our targets.
Tryael set up an Canadian Militia Network, as a joint message for nine different MU commanders. IronToader was the primary point of order for the majority of days. He would give the target for the day, we would attack. Unfortunately the Night Watch the only one of the big five eCanada MUs in that network.
If the remaining eCanada MUs joined that network then we could all function as one united force. This would open the possibility of organized timed attacks in campaigns for a maximum punch of eCanada forces. And that would make us a force to be reckoned with.
That's my two cents anyway.
As far as funding is concerned I believe it should be up to each unit to determine how to use theirs,
Be it Q7 or Q6 daily supply, weekly cash drops, food drops, on request, automatic, or reinvested to develop self-sufficiency,,,,however the funds are used, the important factors are these...
1) Tax Refunds are given based on the total number of fighters.
The free markets of trust and profit will decide the rest.
Anything which adds proportionality based on influence or % of activity in the MU is essentially levying a tax on the weak and on MUs who wish to retain dead heroes, pacifist manufacturers, and vacationing soldiers. Its up to the soldiers to decide where they want to be and who with.
2) MUs coordinate better to achieve our goals
Right now, this actually means very little, and alot.
Big nations like the USA and Poland can afford to specialize their MUs and give them different tasks, fronts, enemies, etc...For now it just means making sure our battle priorities sync up with one another and that we are alerted when changes to our unilateral fighting arrives.

I am tired of giving soldiers in the CAF who fight 5 times a day, the same amount of money as those who fought 50 times. We have to continue shifting to a smarter system of supplying, let there be supplies for everyone, but those who prove their commitment on the battlefield earn their fair share of supplies.

This has nothing to do with MU funding, a little to do with coordination, and a lot to do with a captain who's online and who'll change the DO when up or down 70-0.
