What is happening?
I can understand us being friends with Serbia - they are not attacking our allies.
I can understand Canada region swapping into Florida - it keeps a major Terra population hub from falling into ONE hands.
I can understand Argentina and Indonesia being friends - Indo isn't currently hostile to Terra.
What I can't understand is a Canadian-Polish MPP.

If this MPP was good for Terra then Poland wouldn't be signing it, if it was good for ONE Canada shouldn't be signing it. As Canada is in EDEN and Terra, has just signed some more EDEN MPPs and is swapping with the US... what is happening?

I think they're ensuring they can take Florida with a powerful mpp. And protecting their own necks down the line, Poland may end up on their doorstep.

I think it's because Florida has a border with Galicia and if America fail at taking it then Canada can have a shot at it too.
I can't understand the MPP myself either, maybe they are just cowards and are signing it for the sake of it.
America might want to change their capital too. Florida is currently the capital of the US, and since the capital borders Spain then they may be wanting to change it and the only way it changes is if it is taken over.
