oiii MOD, No more wellness for fighters?

So i just got my arse kicked by the French in the war, but it appears we can no longer get wellness from our hospitals?

What is going on, why did we not get told this? My boss DEMANDS 70+ wellness, i'm on 49 and going to lose my job.
