ACP = 2nd and 3rd week

We've decided to give out the ACP rewards every two weeks, a larger sums with longer time periods in-between seems to be more efficient.
But, really, the truth being that I was scammed into becoming CP, was wrapped up in stuff and forgot about the ACP until previous Sunday. Then I decided to pass off the delay as a change in policy and to give out the rewards every two weeks

All players who have lower than 200k strength and an air rank lower than group captain qualify for the ACP program. The reasoning for this is two fold - players with greater than 200k strength and who battle on ground have the capacity to earn plenty of revenue from TP medals. Those with lower strength and who battle mostly in air have relatively lower revenue and this program is an attempt to supplement it. Secondly, the ultimate goal of the program is to help air fighters grow and bring about a greater number of group captains in the country. So, the focus will be primarily on those fighters yet to achieve that rank in an effort to help them get there more quickly.

What happens to the 90K cc I pay to govt every month through taxes? Assuming 10 citizens around the world pay similar tax as I do what happens to that 900K cc we earn every month? Are they still being used by few players in the top who control India? Will those cc be shared evenly by these deserved players in the list above?
