Friends, Filipinos, Fellowmen. Mabuhay!

In this New World, we need a New Philippines. This is the main purpose of the efforts we expend with myself in the fore. Now, we have our foray to the era of unity, stability, and progress. However, the work moving forward have just began. Let us take a look at what we have done laying the foundations of a New Philippines in this New Year, and see for yourself that this is the pace worth keeping.



1. Armed Forces Reorganization
The restoration of the Armed Forces of the Philippines has been approved by military unit commanders, uniting for the first time in Filipino history all national military units under one command. We have now encompassed all military units in the country and molded them into one national force. The new AFP was approved by all joint chiefs of staff on December 18 and was formally established on December 21. It is composed of DREAM TEAM, Philippine Guardians, G.A.P. INTERNACIONAL, MvG Battalion, and the Philippine Special Forces. Of all these units, only the PSF have been an original members of the AFP. Following reorganization would be synchronization of daily military orders, coordination with the supply program, and convening of the joint chiefs of staff (that is, the respective military unit commanders).



The military camps built on January 16, 2013 and inaugurated on February 11, 2013 are reactivated for utilization with the restoration of the AFP: Camp Artemio Ricarte (Luzon), Camp Aniceto Lacson (Visayas), Camp Ananias Diokno (Palawan), Camp Jose Nisperos (Mindanao), and Camp Casimiro Raposas (Kalayaan or Spratlys).



2. Financial restructuring
We have coordinated with the current Minister of Finance to provide for our proposed budget. Despite our detailed proposal of a national budget, we did not receive any resources from the facilitators of our financial reserves. It is believed that there is ample justification for the budget, and for the following month, the budget would be re-calibrated and re-proposed.

Average wages went up by almost three (3) pesos in the past week, leading to a total increase of around eight (😎 pesos for the whole term, and our treasury gained some 20,000 pesos during the same time period, leading to a total increase of at least 30,000 for the whole term. Besides these primary economic indicators, the following tracks progress in our initial proposals.

a) Revitalized Supply Program (RSP):
Our target is to provide for 100 citizens. It is estimated that it would be operational with a budget of at least 30,000 pesos. However, to keep the operational costs to a minimum, we have provided for the whole term supplies for 20 citizens. This is a large reduction in our targets due to deprivation of funds, but it is planned to expand the supply program to provide for 40 citizens. Nevertheless, for the last term, we have provided for at least 20% of the entire Filipino population, which is about the same performance done during the Age of R.



b) Philippine Associated Suppliers Cooperative (PASCO):
To make the Filipino market competitive and help our economy going, PASCO is primarily intended to encourage our citizens to buy Filipino. Still, despite the lack of any funding, there have been marked improvements towards the purposes of PASCO mainly due to the efforts of our government to curb prices and spur demand. For instance, when we began Q1 weapon prices are higher by 67%. Today, it is lower by 17%. Q4 weapon prices are higher by 176% at the initial phase, but today it is lower by 1%. Finally, from being higher by 67% prior to PASCO, Q7 weapon prices are now lower by 13%. Within a short period of time, we have created a competitive Filipino economy that is at par with the region (the nations averaged for the market prices were China (PRC), Taiwan (ROC), Saudi Arabia, and Indonesia). As it continues in operation, we are bent to expand the scope of the cooperative, even if the budget is lacking.

c) Contingency fund
Emergency situations would require quick provision of necessary resources. It is proposed that the fund be at least 12,000 pesos. Nevertheless, the president would have to rely to other fund sources, such as charitable foundations, to provide for disasters or calamities. That is, given that no resources come soon.

All in all, the proposed budget for this term is 60,000 pesos. It is only a small sacrifice to restructure our financial standing. To put into context, the Treasury currently holds more than 460,000 pesos. We need to invest on our people for they are our greatest resource. I hope the dictatorial government would heed to my call for reforms.

3. Building our foundations
Again, we intend not to create a new order, but to build upon what has been achieved thus far. In order to unleash the hidden potential of our people, we would be involved in education, especially with young citizens below Level 30. We would also be involved in instilling values and traditions we have long kept. Lastly, we would introduce new and innovative ideas. The initiative program called "Sandigan" was formed from a core group of at least five citizens. It is hoped that the transparency and accountability, the responsiveness and inclusiveness, as well as the participatory and representative agendas of this government be realized with Sandigan. It is planned to expand the scope of Saligan to some ten citizens.

As the 51st president, I was unable to release the energies of our people through the means of initiative. As the 91st president, I attempt to exceed what I have done in the past, and make our nation great. If you qualify for Sandigan, please do send the president a message.

Indeed, we have a good start, but the road to greatness is arduous. Our vision is clear, we just need to act upon it. Not all may agree with my strategy, and this is final address as president for the term, but I hope and pray in my heart and my mind that all work for the betterment of the country is appreciated. We do not plan for planning's sake. We plan in order to prepare for success in the future.
