[Congress Debate] Change of Monetary Policies

I use these newspapers to initiate the Congress debate, as stipulated by the Lawbook, Ch.II, Art.6, Par.2
Dear members of Congress,
as Minister of Finances, I have often been involved with section of our law called "Monetary policies" and "Government Porgrams". Based on my experience, I can safely say that these sections, including 11 articles in total, do their job good enough in allowing the government to use the earned budget without endangering the financial future of the Netherlands - however they still contain a lot of unnecessary points and buzzwords, which are either not even used on monthly basis, or could even cause us financial harm, if applied word-to-word. That's why I would like to propose an alteration of these two articles, which keep the spirit of current monetary policies, while making them efficient in terms of rules and regulations.
The proposal for new Article 2 (replacing the current Articles 2 and 4) called "Monetary Policies and Government Programs" can be seen below.
1. The organization ‘Ministerie van Economische Zak’ (EZ) serves as the current account of the eNetherlands.
2. The organization ‘DNB’ serves as the Emergency Fund, which can only be used with congressional approval.
3. The current state of financial affairs is noted down in the official Finance Sheet.
4. The budget of the Government of the eNetherlands cannot exceed the currency income of the previous month. An additional budget can be awarded by congressional approval.
5. The Government is required to allocate at least 50% of regular budget on in-game Government Programs that aid eDutch citizens.
6. Details of Governmental Programs can be freely edited. The launch or discontinuing of a Program requires a prior announcement in the Congress.
7. Government Programs require to be promoted at least once a month in the form of an in-game article or national feed shout.

Small remark.
5. The Government is required to allocate at least 50% of the normal budget on in-game Government Programs that aid eDutch citizens. Extraordinary budget assigned by congress does require 50% to be allocated to government programs
You may frame this in a shorter version but you get the point.

Also maybe keep this in.
4. All subsidies and rewards handed out by Government Programs need to be recorded in appropriate Ministry Sheets.
Imagine actual scenario, where government asked for Congress to allow 1200 Gold expenditure for commune. By your addition, you would have to spend 600 Gold out of it on programs - or request 2 400 Gold. I do not think that is desirable outcome.
About the second point - all MoD programs already have the requirement of "Government informing about individual sponsorships", and for MoF ones:

where "giving people subsidies" is certainly a "financial affair", which is supposed to be noted down.
Actually I didn't type NOT in the additional sentence. My point was When it states that 50% has to be allocated to gov budget. when law 6 kicks in it can be interpreted as the extraordinary budget also has to be split 50%. I want to prevent that by adding that the extraordinary budget does not have to be allocated to gov programs.

Hmm... I see enough difference between "budget" and "additional budget", but it is true "regular budget" could help to differentiate between those two better.
Makes sense, the current text is.. a simplified version of the previous (even longer and confusing) laws, that do not really say anything or are too rigid and detached from reality.

Who are you to get involved with such issues?
Don't forget that you are elected CP without any true rival. We all know that Trannsvaal was candidate only for statistical reasons and despite the fact he denied his election he got 12 votes!
This means you have 12 strong NO for involving with financial issues. Besides that : don't damage the economy of Netherlands as you did with Cuba!

well it seems that you missed on purpose to reply : who are you to get involved with such issues (at the expense of Dutch people)?
Stop self-proclaim as "Minster of Finances" or whatever else while you are not elected worthy.
Most of all : stop damaging your so-called "Momentary Policies". It's neither your business nor your expertise.
Neither is it your business or expertise to interfere in Dutch democratic processes. We manage completely fine without your exquisite political analyses!
Cardinal, next time I'm going to write any comment to this player (whom I know well from his e-Cuban past) I'll ask you first. That will be for two reasons : a) because of your high sense of Democratic spirit b) because of your love for Greece
