It is well within the realm of our society to employ every Ukrainian within the organization of the State. The investment into factories can ensure that high-quality products are available for distribution to the populace.

While this would greatly require the expansion of various Deputy Ministers, the outcome avoids the obvious consequence of listing such goods on the open marketplace.

This model requires buy-in from approximately 10% (~150) of the dedicated populace to help administer a strong and independent Ukrainian state. Such a civil bureaucracy would endure temporary occupation by foreign power and play a major role in resistance to said enemy.

Investments in factories do not affect the affordability and quality of products, and there can not be confidence in this period of time. To whom we can entrust the management of the cash flow and its implementation in the future to upgrade the plants and produce? There is no control mechanism and it is unlikely that it will appear.
To create a parallel in-game product market and to regulate it is also very hard, albeit with difficulty but realize (as the administration will still have to take into account). Similarly, when creating a separate market, the country will stop receiving most of the taxes from buying and selling products on the market, how to compensate and who will control it.
But all this is not important, because of the administration's incomprehensible policy for the development of the game, more precisely, it simply does not exist. Your model makes the assumption that ALL production would be within the means of the the State, which is not compatible with how this game is structured. I am speaking only to the primary employment of the citizenry.

The model should be economically profitable, which is now not feasible. Until the economic module is made adequate, all this can be only in our dreams.
