此篇文主要是為了接續[外電] [eCanada Ambassador to eSpain] A Canada-Spain NAP ✓,為了避免前一篇文章立場比較偏頗,此篇由加拿大立場出發並縱觀此NAP對加拿大之利弊兩面影響。其實照理來講應該要先翻這篇才對啦...畢竟前一篇只是對它的評論,但是我當初一看覺得太長就決定先從短的下手@@

Greetings eCanada! We (the head honchos…and I) just came out of discussions with eSpain regarding a peaceful withdrawal from our country. For the last few months, various leaders from both sides have been trying to sort out an acceptable deal that appeases both sides, so we can work towards a better tomorrow. (cheesy, I know, but go with it) However, we are not working for merely ourselves. We are doing this on behalf of eCanada, and its citizens. No deal that eCanada as a whole rejects can be carried out by the government, both morally and functionally. At the end of the day, we are one of you, trying our best to get this nation back to its days of might. Ahh, the good ol' days, fighting UK

嗨,e加拿大!我們(那位老大哥與...小弟我)剛與西班牙討論了關於西班牙和平撤軍的想法,在過去數個月,兩邊來來去去的領導人不停的磋商試圖想出一個使雙方滿意的方案,帶給我們一個更理想的未來(聽起來好八股啊,不過管他的)。然而,我們不僅是為了我們自己而努力,我們還代表著e加拿大及其公民而奮鬥。而不管是從道德面或功能面上來講,e加拿大所拒絕的條約政府都絕對不會去實施的。直到最後一天,我們都是你們其中一員,盡我們最大的力量去讓這個國家恢復往日榮耀。(啊!那些與死敵英國對抗的美好日子...)

Anyway, nothing has been agreed upon. However, what progress was made was written up by the Spanish officials, and they put together a rough deal. There are some pros and some cons in this deal, but the bottom line is, we would get the majority of our regions back. Here is the basic guidelines for the deal:

NAP PROPOSAL

1-eSpain will have Newfoundland & Labrador, New Brunswick, Prince Edward Island, and Nova Scotia. eCanada will have the other nine regions.

1 - e西班牙將擁有包含Newfoundland & Labrador、New Brunswick、Prince Edward Island及Nova Scotia四塊區域,e加拿大則取得其他剩餘的九個地區。

2- Neither eSpain nor eCanada will fight on the resistance side in any RW on those four regions. eCanada will ask its allies not to fight for the resistance side.

2 - 不管是e西班牙或e加拿大都不會在那四塊地區的起義戰中發起攻擊,e加拿大也會敦促自己的盟友不要在這些起義戰中輸出。

3- All the regions will be back through RWs, no direct attacks. eSpain will coordinate the liberation of this regions through RWs.

3 - 所有的領土將會以起義戰的形式歸還,而不是以直接攻擊的模式,e西班牙將會來統籌歸還這些領土的起義戰方式。

4- This NAP is subject to monthly renewals by the CPs of both countries.

Some basic proofreading aside, this is exactly a carbon copy of what we received from the Spanish. Some basic rationale behind the deal:

This whole occupation, at least after the first few months, where bad blood and grudges played a role, is simply an occupation for resources. eSpain, through its other deals, has 80/100 bonuses, only missing cattle. As eCanada is rich with cattle, eSpain wishes to take one off our hands and maintain 100/100 bonuses. As the easternmost region with cattle is New Brunswick, that is eSpain's primary goal in the deals. Of course, they must connect up their regions in order to receive the bonuses, hence why eSpain desires Newfoundland and Labrador, as well as two regions, Nova Scotia and Prince Edward's Island, to secure the bridge, and ward off malicious intent. Of course, Quebec could also work, but being our only iron region, we decided to withdraw the province from discussions.

Obviously, the deal would require both nations to cooperate and secure eSpain's bonuses. The regions would be returned via RW in order to avoid any issues and chance for betrayal on both sides. It also prevents foreign nations to use their MPPs to influence the outcome.

顯然這份條約需要雙方相互合作並保障e西班牙的資源加成,那些領土將以游擊戰的形式歸還以避免可能的爭議或反悔,這也避免可能的MPP外國勢力介入企圖影響結果。

And finally, the deal would be renewed monthly, or renegotiated if needed. This means that if the situation changes, we can always talk with eSpain for a better deal, or if it doesn't work, walk away.

最後,這個條約每個月都將重新簽訂,有需要的話也可以重新協商。這代表如果情勢發生變化,我們可以與e西班牙展開對話以協商取得更有利的條約,或者在對方不同意的情況下選擇放棄。

Now, I won't try to sway you. But this is the future of your nation, eCanada. We will do what you want, but I want to tell you the obvious, and lay it out for you.

PROS



Obviously the main benefit of this deal is the land aspect. By accepting this deal, we regain nine of our long lost regions, all the way from Alberta to Quebec. Not all the land back, granted, but a decent majority of our territory will be back under the righteous flag of eCanada, and in actuality, we don't lose any bonuses in the deal.

Of course, with land back, the nation can pick up again. We can resume hiring younguns, bringing in foreigners, and hold congress. We can have a relatively stable existence in eCanada once more. Perhaps we can grow, and reverse the steady decrease in population, or at least battle the attrition of game mediocrity.

And of course, we have peace with eSpain. Compared with some of the other TWO nations, they're actually quite fond of CoT, despite the breakup. Perhaps a new beginning with eSpain would help foster the friendship between eSpain and CoT. It wouldn't hurt, at least.

CONS



However, there are also quite a few arguments against this deal, at least that I can think of. First is that we've been wiped for several months. Could we possibly hold out a bit longer, and see if there's a better option down the road? The eCanadian people are quite resilient, and it might not be too much of a stretch to hold out just a bit longer.

然而,國內也有一些反對的聲音(至少我可以想像得到)。首先,我們已經被滅國好幾個月了,我們能不能再堅持一陣子看看未來是否有更佳的選擇?e加拿大公民是十分俱有韌性的,而再堅持久一點也不是什麼難事。

eCanada has also been known for being the one that fights the stronger power. Be it ePoland, eSpain, or at times even the eUSA, eCanada has never been one to roll over, and while there's certainly no intent of this coming across as a surrender, it unfortunately could nevertheless be misconstrued as such, both within our borders and outside. Perhaps the reputation doesn't matter, but it's worth at thought.

e加拿大長久以來也是以與世界上的強權奮戰而著稱,加拿大曾經與e波蘭及e西班牙,甚至也與e美國作戰過,但e加拿大從來都沒有屈服過。而儘管今日e加拿大完全沒有要與e西班牙俯首稱臣的意思,這卻有可能會被包括國內外的人所誤解。即使我們不在意對名聲的影響,但這個選擇卻是值得三思的。

Next is a strategic disadvantage. Losing the four eastern regions doesn't cost eCanada any resources, but it sure limits eCanada's options. By ceding the territories to eSpain, we would only share borders with eSpain and eUSA. This means that unless we fight eUSA, backstab eSpain, or conjure up eGreenland, the only thing we can do is fight MPP battles, barring an airstrike.

And this leads to the next possible point. As you may have seen in eCanada, we have folks trying to lead a babyboom. Without any borders with enemy nations, perhaps we'd be safe, but the contrary is also true; we have no way to affect the greater world. Babybooms only work if the nations give the players something interesting and worth their time to do, and being sheltered in doesn't offer much room for babies to grow in.

Luckily, we are not being asked to pay a lump sum for our regions back. But the opposite will also be true. We would not be paid any rent for our regions. It will not be renting regions so much as ceding them to eSpain.

幸運的是,我們並沒有被要求支付一大筆贖金以取回我們的領土,但另一方面來看,e西班牙也不會支付我們任何租金,我們僅僅是放棄那四塊領土而不是出租給e西班牙。

The treaty is renewed monthly, which gives us a chance to opt out if we so desire. This, of course, means, at least in theory, that the regions would be returned to us. However, that also eliminates the NAP, which means that eSpain could come in at any time to reconquer us. Essentially, we either decide to give up the regions or break the treaty, which may not look particularly favorable.

The last points are in reference to CoT, the alliance we (both eCanada and Asgard as a whole) are quickly warming up to. It may not look particularly good to CoT to have a TWO foothold in what would be a pro-CoT or CoT nation. It might add in a wrench into any negotiations we are having with CoT.

最後一點是關於CoT,一個我們(e加拿大和Asgard聯盟作為一體)正醞釀加入的聯盟。對CoT來說他們可不喜歡看到一個TWO盟國在另一個可能的親CoT或CoT國家占有據點,這可能會為我們與CoT談判的過程中增加了一些麻煩。

And would it be possible to get a better deal as we get closer to CoT? It's not as if we have MPPs and great relations with all the member nations yet. Could having better friendships with CoT result in us getting a better deal, either through diplomacy or other means?
There you have it, my two cents. Well, a nickel. Pennies don't exist, so how can I have two cents? Anyway, off topic. You've read the treaty, and read some basic analysis on it. Would you rather:

而當我們更傾向CoT,有可能會為我們帶來更好的條約嗎?至少在我們與所有CoT會員國都建立良好關係並簽訂MPP前顯然是不可能的。而透過外交或是不管其他方式與CoT擁有更好的友誼能帶給我們更有利的條約嗎?
