Time To Save The eUK!

So Dapper (Harry) posted an article recently about how we could change the current political system of the eUK as the current one has left Congress without anything to do in the past 3 weeks. We need to try something as the eUK is dying off and an inactive Congress does not help this. Both the article and the comments have some interesting points so I thought I'd do an article and talk about them.


One Role/Department Per Party

Issues around this involve which parties get which ministries, how many parties will be involved and what is the point of country president elections if the CP won't have any power (or very little) under this system.

This system, as I imagine it, would involve having an elected CP and his chosen vCPs as basically a management group responsible for making sure each party keep up with their responsibilities. They also work with the MoF (the only non-party ministry) to ensure each ministry gets its allocated budget and makes sure the money is not stolen, a big issue when so many people are involved. Each ministry/party would not get direct access to the funds but instead the MoF and CP would make sure it is only spent when needed.

As for which parties are involved, I would say that the number of ministries is determined by the CP at the start of their term. So for example the CP could choose to have Ministry of Home Affairs, Defence, Education, Foreign Affairs, Health, Entertainment, Legislation/Congress Affairs. There would be a minimum of three ministries (maximum is however many parties their are) and the top parties get to have their ministries for the month. In the example, 7 ministries were chosen so the top 7 parties will be involved. The CP will declare the ministries before the election or else the previous ministries will roll over to the next month.

The ministries are allocated by the PPs choosing the ministry their party will be in charge of. The party of the CP chooses first, the top party chooses second, second party chooses third and so on. PPs can talk beforehand if they want to leave a ministry for a certain party, for example if everybody thought ESO should have the MoHA they will all leave it until the ESO PP can choose that ministry.


Total Democracy

This was in Rory's manifesto I believe (or whoever ran for CP, I can't be bothered to check/remember). Total democracy involves having a referendum for each vote that Congress would usually have. Congress has had 8-9 votes this term, all happening in the first two weeks of the term. If this could be spread out across the whole term it would be very manageable, so that is not a problem.

Voting would work the same as a Congress vote, so there is no problem with the process of this. An article can be published for people to vote on instead of the gdoc method used by Congress. All voting will be public (through comments obviously) so there can be no cheating.

Whether we move to this system could be done by a referendum (clever, huh?). However I believe that this referendum should only take place under the condition that if it does not get more than 30 votes (a high average for Congress votes with 40 members) the result will be an automatic 'No' to moving to this system, there is no point moving to a system which sees even less participation.


National MU

The country right now is pretty poor (in comparison to other countries, just look at COs being set) so I can not see the government buying lots of Q7 factories to fund it. This would require input form a few rich members of the eUK. A national MU would just be a merger of the eUK's main 5-6 MUs so that all players are in one group for better coordination. As the eUK population slowly dies it is pointless having dozens of groups of 10-20 players all spread out as it makes coordination harder. A single national MU could consist of possibly 300 players (eUK population is 800 although some are inactive, others might not want to move). Current MU commanders could all have a meeting, find out what each MU does and combine the good ideas for the main MU. The commander of the MU could be the Minister of Defence (for easy order setting) each month, or if the previous party-ministry idea is adopted it could be a chosen member of the MoD party.

Other benefits include a stronger sense of community, the disbanding (hopefully) of smaller MUs to make MTOs harder, and people will stop complaining about Nifty.
