Ok as a congressmen here is my first attempt at a LAW proposal due to game mechanics it will have to be administered in the forums, BUT I've put it out here also for debate.

Background

Everyday, eUK MU's whether they be private or Gov Funded fight for the interests of our nation (in most cases). They all fight daily to benefit us all as a nation.

Every 25th Congress is elected from the Top 5 parties and each congressmen recieves 5 Gold, for if they choose to, nothing more than clicking a few yes/no buttons each month. Appreciate some see it as alot more work than that, BUT ingame mechanics essentially make it a Yes/No click game. While some work at this, others could/do use it for "free" gold while talking about wanting to benefit the nation but actually doing little for it....

For me I feel Congress should change. I have seen this system operate in other countries and it works, so I cant see why it cant be applied here.

Apologies if this has been proposed or is even a law, but as I haven't yet been asked for mine, I can only assume it doesn't exist...

Congress PROVE you want to help the nation with this goodwill gesture:-

Proposal

On the 26th of each Month, The elected CP & his Government will:-
1)Contact each member of congress (easier now ingame we have the party lists) and ask them to Donate there 5G or equiv GBP value to there PP
2)Contact the PP of each Top 5 party and ask them to repeat the above for each of thier own Congressmen (hit them twice so to speak)

On the 1st of the Month (giving time for above to happen), the PP will:-
1)Donate the Gold or GBP equiv to designated Government coffers for allocation as per below.
2)Name any Congress persons that chose NOT to donate along with party to whom they belong.

On the 2nd of the Month the CP will then:-
1) Publish an Article, with a list of Parties that have paid any amount of the donation
2) In same article NAME & SHAME any congressmen that doesn't donate. (While they cant be forced too, public humiliation might make them think twice next time)
3) NAME & SHAME any party that doesn't donate to the fund (ie Potential PTO parties, or just those who don't wish to work for the greater good)

On the 2nd or 3rd of the Month the CP or Gov will:-
1) Use Gold/GBP to purchase Q7 or Q6 Tanks (Q7 obviously better). At todays price that would be approx 17.14 Q7 per Gold x200 Gold = 3428 Q7 Tanks
2) Tanks are then distributed to the eUK MU's on a ratio per ACTIVE member basis. Ie if there are 20 MU's with 1000 members amongst them all, the ratio will 3428/1000 = 3.4 tanks per MU member. Caveat being that any MU blatently ignorning orders or hitting against eUK is excluded from this figure. Active MU members will be dictated by Egov statistics so as to stop MU's getting tanks for in effect inactive members.

Discussion/Expected Questions

Appreciate there is no function in Erep to do this, and its simply a "Goodwill" gesture. As I point out though naming and shaming those that don't donate might make them think twice (and also the parties of proposing them as Congress candidates again) next time.

My 5G from this term is avaliable should this be put into LAW.

Administration of this "has" to be done via the forums. While not a fan personally of this, ingame mechanics don't allow this to happen.

Personally my opinion is that ALL eUK MU's should be treated with respect and be entitled to the same as another. Ingame Taxes don't allow our economy to support all MU's, as proven from the recent term it appears we can barely fund our own National Army, this Goodwill Gesture will help ease burdens on ALL MU's and at least make them feel somewhat appreciated.

This proposal will also be posted ingame also as I feel it should be a public debate. It maybe laughed at, picked it or frankly ignored. But the ones that laugh at it, maybe people should think about wheter they are actually current elected congress and are simply more interested in keeping this "free" gold (albeit a small amount as it is, 5G regular income goes along way).

I've allowed from the 26th to the 1st simply because of the 10G a day donation rule (incase all want to donate Gold rather than GBP equiv). The PP can use market to convert to GBP and donate in one lump OR the CP can take it in good faith from PP's that the amount they state will be donated WILL be (trust issues here I admit)
