Ok, I thought that after reviewing the comments of my last article, I think that I need to clarify a few points.
Population
A few people where wondering how the APB would work. It's a little complicated so bear with me.
The APB will be responsible to ASIO (I will reform ASIO to streamline immigration), with the bureau also being overseen directly by MoFA. Then parliament will appoint a appropriate number of overseers (relative to it's current size) who will report back to parliament to give there opinion whether they should accept or turn down the candidates application. It's important to know that the overseers decisions should be with conciliation with the officer interviewing the candidate.
LAND
Obviously if I had returned a week before I did, this section would of been totally different then the one I wrote. But we should be focusing on two things:
1. Land for Parliamentary Elections
I believe that Japan and Ireland should stay within 1 state each before, during and after the election from about 22nd-after the votes are checked. It's a bit greedy but we need a Parliament that is in the 10's at least.
2. Land after the Resource War
I guessing that after the RW Japan and Ireland will leave and we should regain most of our territory back. Good, BUT then you have Chile. I think they (Japan and Ireland) should stick around tho help us get Chile out of the country.

Chile tends to be pretty friendly and understanding (depending on who you are talking to in their government and same with in ours). However after the Resource Wars, you will find that alot of friendships will change as the fallout of resources becomes known, plus any other changes Plato implements are felt.
In regards to elections, we can have a max of 40 seats with our core regions. I think we should aim for those 40 seats. Even if it means some are filled by people who are not vocal. The reason for this is, because you can not remove congress candidates from running, so you can never be assured that only active people will run. If you limit it to 10 seats, by the choice of the current administration, you would be sure to hear about cries of foul play.

Also, i think this is how Aus will look like on Election Day, WA to Jap, SA to Ire, NSW and another state to Chile, the rest to us UNLESS Indonesia comes in and murders us
Well, it should of been discussed ages ago. Most training wars have clauses in them about congress elections and the like. But what will happen this time, who knows.
The best bet would be find a large country like USA, Russia or China. Do your congress app from there, because they will have a region that will not be effected by a training war. The only aspect our regions effects on congress, is the amount of seats
Having ASIO sitting under the MoFA is not good I believe as some terms the CP will hold the FA position. This could be construed as biased by some members of the community. With the current module trying to keep it away from the CP we have had enough issues with people crying foul play at work.
I almost agree with the 10 seats though, we are not a big nation and we want a single easy to read pm that have vocal voices involved. As the pm limit is 30 + 1 I think an level medium ground would be 20 seats max. This will allow PP's to constructively move their nominated members around to have the active voices, it would also still allow around 5-8 people to win their gold who like to be involved in the pm but not voice.
Up for ASIO (personally, for me, it should be senate competence, gov had to cover many other aspects).
About senate, it would be enough that people who don't want to participate communicate it immediately, But this not mean we should gain really 20 seats, try always 40, but pm with who is involved.

Next term the economics of attracting (or keeping out) company owners will change considerably, we're still waiting on the finer detail of some of it before we can have a proper discussion about our settings.
For this reason I think a 40 seat senate would be ideal, to enable maximum participation in discussion of all the possible proposals for economic and tax settings.
The plan is to keep Tasmania permanently free for nominations and to advise all candidates to nominate while located there, and to hold at least regions at the time of the election.
eChile asked for our war to be closed, so hopefully remaining regions held by them will be liberated in the next couple of days. Apart from the war we just lost in Queensland it's gone smoothly.
eIndonesia seems to have some trouble controlling their troops, this is something their new CP is working to correct. In the first battle with them a few days ago neither side had yet put a clear plan of territorial movements, but now the plan is to hold all our battles with them on their turf if possible.
If all goes according to plan we will only have eIreland and eJapan within our territory, and we have had no trouble coordinating with them so far.

We should do, as long as people remember to nominate in Tasmania. I expect a lot of countries will have similar problems with nominations being dropped because there are a lot of wars going on everywhere. Even usually large sovereign territories like the eUSA have a few wars going on.
I think, if Chile is moving out, we should control Tas, Vic, NSW/ACT, Qld and either NT or SA on election day, so 5 states would equal a strong senate.
