The Fastest Way
One way, that is easily one of the fastest ways is to invite friends. It can be overlooked but if you have a lot of friends IRL. You can invite them and tell them to join a country that has a lot of players because they can take part in wars which is a pretty fast way to level up.

For example: Say that you have 20 friends and you invited them all into Erepublik. Pretend that they all leveled up to level 5. You would get a revenue of 0.4 gold (because they are already at level 1). Multiply that by 20. 20 x .4 = 8. You would get 8 gold for inviting 20 friends that all level up to level 5. That may not seem like a lot, but that gold also includes achievements, missions, and gold purchases. As a bonus, you also help the Erepublik community!

Taking it farther
If you are too bored of waiting for your friends to level up with their tiny Q1 weapons, why don't you help them? Help them by donating food and weapons, I did this with the person I invited and they reached level 18 in ONE day! All I had to do was help them sign up with donation programs and give them 100 weapons.

I got 1.7 gold from Topself. Also look at his Erepublik birthday. Do that with your said 20 friends and you will soon have 34 gold! Though Topself did have to spare around 10-20 minutes.
