eCanada Forum: Is it necessary?

There has been some talk about moving the business of government out of the structure of the eCanada forums and into the media section of the Erepublik game.
Guess what?
I'm a big fan of the idea!
The forums have long been a source of frustration for many players in the game. So many just don't get more involved because of it. What's more, they miss out on a lot. Even congressman, who are supposed to visit and participate in the forum discussions are often absent. The answers to why are varied, but I will try to cover a few of them.
1.Too much info!
Nobody want to read for hours upon hours of the same old cyclical crap, we want the juicy entertaining stuff. Just the facts, and outrageous lies, yup.
2. Masked? Why do I need a mask? We gonna rob a bank?
Levels of rank in the conversations. There is a need for security in this game, but that's what pm's are for.
3. Divides the game and it's players.
Forum debates can get ugly, but I think the process of banning people for misbehaving and saying harsh things is counterproductive. Nobody that has been banned for anything has returned with a new fresh attitude and a demeanor to match. Time to give up on this and let the words fly. Let the erep moderators be the one's to decide. Nobody is forcing your eyes to read someone's comment, either.
4. Politics need some life!

I am open to the idea, although not completely sold yet. It would have to be a complete shift, doing some work on the forums and some in game wouldn't work.
The only issue I have is that articles can be deleted, either by the author or by the admins, which would result in entire discussions being lost.

You know what's kind of funny? I think I would actually be less active in conversations if things were kept in-game. Mainly because it's a lot harder to keep track of when someone has replied to an article than to a thread on the forums.

Removing congress from the forums would pretty much make your ban obsolete.
No. Any off-game forums are an act of treason against the great Plato. Conspirators should be e-executed by broadening their behinds with tank nozzles and blasting off for some easy one shot kills!
Count me in favour too. The forums are obsolete.
I hope your not suggesting that the game alone is enough to keep people interested in playing

@Crisfire- I know the forum would not exist without the game, but the game can exist without the forum. A lot of people not on the forum proves it.
The roleplay outside of the game is fun. I don't think that I'm alone to enjoy it, even if it can be sometime frustrating.
But, eCan forum isn't necessary to enjoy the game. Forum is for those who takes the game seriously. ; )

The question is not whether the game can exist with or without the forums - the question is which is the better system for conducting our "government."
I honestly believe it's the forums. The media module is not made for conversations or debates, but that is exactly what forums are for. I doubt we would have even started up the forums unless we saw that something was missing from the game. And I'm not saying that we can't abandon the forums with a certain amount of success - I just don't believe we should, because it's basically a downgrade.
Are the forums necessary? Not at all. Do they serve their purpose well? Absolutely.

Eric is correct to say the forums are very useful and can facilitate such things as in-game proposals.
However, some flexibility needs to be incorporated into the system to allow Congressmen who decide not to access the forum to make proposals and participate in the process.
Forums are useful - yes.
Forums are a necessity for all elected players - no.
There can be a happy medium to incorporate the non-users with the forum users.
I don't want to sit at the back of the bus forever. : (

I don't see how we could find a happy medium, because then you really have to pay attention to both aspects to get the full view of things. That requires even more effort than just signing up on the forum and using them.
I agree it is complicated to be switching between different formats and threads. That's one of the reasons I stopped using the forum some time ago. If the exclusion of a few Congressmen from the proposal process will keep things working better for everyone else, then that's a loss we'll have to take for the team. Gaining a small handful of proposals may not be enough reason to accomodate to a minority.
I think I've only once, throughout the four months I've been in Congress (and therefore was actually paying attention to Congress), witnessed a Congressman who was not active on the forums make an in-game proposal.
To me, that shows that the forums do not really exclude many - the majority simply do not fully grasp what being a Congressman means, or they are only in it for the medal and the gold and do not care. So, it seems to me that if we abandon the forums we may be catering to the majority of Congressmen, but we are catering to the minority of active Congressmen.
I'm really glad to see this idea getting some traction. Thanks for broadening the discussion Ralph! As an aside, I'm all for this.

Well, I did not do it for any lulz. It's a good proposal and is coming at a good time when the market could use some correcting. Plus Congress was given 24 hours notice by PM and 38 hours notice with an article.
Regardless, according to the Charter, the speaker has to authorize the vote.
I was in the forum only because I was a Congressman - and I guess as a Congressman I only needed the law repository somewhere, but otherwise forum was/is just a burden to me.
I wasn't trying to imply you were doing it for lulz - the other incident I was referring to was someone who was fairly new to the game and didn't understand how we did things here, so he wasn't doing it for lulz either.
All I was trying to convey was that the people who are inactive Congressmen aren't inactive because we use the forums - they're inactive because they want to be inactive, and I don't think changing the system in which we conduct our discussions will change that.
And what would we do when a debate lasted more than 48 hours? Or are we going to have these debates in the First Steps section of the media? Are we all going to sub each other's papers?
@ Eric- You are correct, there will always be inactive congressman. There will always be a variety of interest and time available to every individual who get elected.
This format is much more responsive to the electorate, and more democratic.
With more citizens involved in politics, inactive congressman may start seeing fewer votes on election day.

You are overlooking the notion of group PM's. The media module doesn't have to be replacement of the forum, it could include a basket of things. Group PMs, a "congress MU" that uses the shout page, and newspapers.

Forum is definitely not necessary.
IMO, misalignment between ecan forum and in-game is the key source of eCanada's problems. The forum sometimes takes the game hostage with the whole "invalid motion" thing. I've always disagreed with that, you can link to an article in a congress motion and the article can explain everything.
I used in-game PM's extensively as CP and it worked fabulously, even with foreign relations. I used IRC as a plan B and things went great.
I excluded the cancers of congress in eCan who keep leaking stuff, I had group PMs in-game and deliberately excluded them for their childish antics. You know who they are. It was very effective, got them super pissed and amped up their trolling efforts.
Just look at the votes on in-game motions versus the votes on forum motions. The elected congressmen are more active in-game than in-forum. Migrate more activity in-game.
@Ralph - I don't expect the average player to look over the discussions, no matter where they are. There have been articles calling out the inactive Congressmen, showing the number of forum posts they had, and it has never had any effect on elections. Just feeding them the information didn't work, probably because they never even saw the articles, so I really don't think that giving them access to all of our discussions will either.
And that idea is ruined if we go with in-game PMs over the media module or the forums, anyway. And I do think that PMs are the better option, because at least you can see when someone has replied.
@Addy - they only vote because they get notifications for it. How many Congressmen who are not active on the forums have partaken in this discussion? Or Plugson's proposal? You could argue that there simply hasn't been enough time, but I honestly don't think it'll matter.
Effort is effort, and some people simply don't want to put it in.
And again, just because things can work without the forums doesn't mean that it is the better option.

Regardless, according to the Charter, the speaker has no authorize to remove someone's access on forum as Congressman without reason, as Trenton Rendell did. So, this is what are forum for? To show who are the masters there abusing the power they have invested?
On the other side, in-game/media debates are more transparent, as long we, Congressmen have nothing to hide from the voters.
