Dear citizens of eSaudi Arabia,

I’m proud to present you the official Constitution of eSaudi Arabia. I’d been writing it for over 2 months, but it’s finally completed. You can either view it here (via G-document) or in this article. I’m going to publish it now. Here it goes…

Constitution of eSaudi Arabia

I) Constitution

1. This document serves as the one and only valid official constitution of eSaudi Arabia.

2. No other documents or charters shall have the power to propose rules that do not respect the laws written in this document.

3. This constitution can be edited or replaced only if the modifications are proposed by the President himself, and a sufficient amount of people agree on it via referendum. The percentage of “Yes” votes needed for the referendum to pass is determined via Royal Decrees.

II) Royal Decrees

4. Royal Decrees are special laws that are usually related to the Government projects, or certain rules where percentages are needed for the proposals to pass. Royal Decrees are not a part of the Constitution (they have their own document), but these two legal documents go together and both control the laws in eSaudi Arabia. The main difference is that the Constitution is permanent, whilst the Royal Decrees can be changed more easily if needed. Even though the Constitution is the superior document out of these two, the laws stated by the Royal Decrees must also be respected at all times.

III) Country Identity

5. The full name of our country is the Kingdom of eSaudi Arabia. The shortened version is simply eSaudi Arabia, or eSaudi, whilst the 3-letter code is eKSA.

6. eSaudi Arabia represents all real life Arab countries, not just Saudi Arabia. eSaudi Arabia is an eCountry meant for all real life Arabs, no matter from which Arab country they are from. All real life Arabs are welcome to eSaudi Arabia, as well as foreigners who want to help strengthen the eArabic cause in eRepublik. There are 3 possible demonyms: eSaudi, eSaudi Arabian, eArab.

8. This is the official emblem of eSaudi Arabia:



It’s composed of two swords in saltire with a palm tree in the upper space between them.

9. eSaudi Arabia has 13 original regions: Asir, Al Bahah, Eastern Province, Ha’il, Al Jawf, Jizan, Al Madinah, Makkah, Najran, Northern Borders, Al Qasim, Al Riyadh and Tabuk.

10. eSaudi Arabia has two official languages: Arabic and English.

IV) General Rules

11. The general rules of eSaudi Arabia are based on the eRepublik laws. To check out the eRepublik laws, please visit these two links: the eRepublik Laws and the Rules Addendum.

Citizens who break the general rules face getting gray listed or black listed, or reported to the Administrators (depending on what rule they break).

12. Vulgarity is not allowed in any form of public discussions (which includes articles, comments and shouts). This is mostly because there might be people who dislike seeing content like this, especially if they’re very young (14 to 16) in real life. However, using curse words is allowed in personal messages when two friends informally talk to each other. Using curse words in group messages is not prohibited, but it’s still something that people should avoid doing. People cannot get gray listed or black listed for using vulgarity, but they might get reported to the Administrators.

13. Posting pornographic material is prohibited. One should make a clear difference between erotic content and pornography. Images are considered pornography if they depict a male with no underwear, or a female with no underwear or bra. Whilst publishing pornographic images or wearing pornographic avatars isn’t allowed, sending pornographic content via message is allowed if two friends are talking and they both want to see that content. Sending pornographic images to someone without his consent or without him knowing what it is, is not allowed. Publishing erotic content is not prohibited, but it is usually inappropriate to do so (the reason is the same as for vulgarity). People cannot get gray listed or black listed for breaking this rule, but they have a good chance of getting reported to the Administrators.

14. Direct insults are not allowed in eSaudi Arabia. This means that one player cannot insult another player (if they are both from eSaudi Arabia) while talking to him. Indirect insults (when player A talks to player B and insults player C while doing so) are not illegal, but highly inappropriate. People have a chance of getting gray listed or black listed for insults, especially if they constantly keep breaking this rule.

15. All real life religions, personal beliefs, natonalities and ethnic origins must be respected in public. A difference should be made between criticising a religion/nation, and insulting a religion/nation (for example: if a person says that his nation is superior to somebody else’s, he’s breaking the law, but if he compares his and someone else’s nation to say what he likes and dislikes, he’s not breaking the law). People who break this rule have a good chance of getting gray listed or black listed.

16. Flaming is strictly prohibited. Flaming includes supporting real life based crimes (murder, rape, torture, etc.), as well as encouraging racism, chauvinism, genocides, massacres, etc. Heavy insults (especially those based on real life nations or religions) are also considered flaming. People who break this law will definitely get severely punished (getting gray listed or black listed is almost inevitable).

17. Using multiple accounts is forbidden. People who use multiple accounts will get reported to the Administrators and get banned. Everyone must control only one account in any given interval of time. Creating a second account while already having one account is illegal, but deleting one’s account in order to create a new account and start from scratch, is legal.

V) Political Organs

18. eSaudi Arabia has 6 Political Organs:

Government;
Country President;
Vice-President;
Cabinet;
Party President;
Congress.

V) a) Government

19. The Government is the supreme political organ which decides on everything that goes on in eSaudi Arabia. It holds all the legislative, executive, and judicial power.

20. The Government is consisted of:

Presidential Advisers;
Ministry of Foreign Affairs;
Ministry of Defence;
Ministry of Legislative Affairs;
Ministry of Social Affairs.

21. The Government is a permanent body, meaning the people working there stay the same as time passes by, unless the following conditions are satisfie😛

~~~ 21.1. If someone wants to resign from the Government, he can directly do that. This doesn’t affect his future when it comes to Government positions, i.e. he is still able to work in the Government again when he feels ready.

~~~ 21.2. If someone isn’t doing a good job, the President has the ability to send the Government an official complaint. When an official complaint is sent, all the Government members undergo an official voting process, where they vote either Yes (the Government member in question should be removed from the Government), or No (the Government member in question shouldn’t be removed from the Government). If at least two thirds of the votes are Yes (66.67😵, then the Government member who is considered to be doing a bad job has to leave his position. This prevents him from working in the Government during the next 60 days.

~~~ 21.3. Someone new, who has already worked in the Cabinet for at least 30 days, can join the Government only if the President sends the Government an official proposal of that person’s Government membership. A voting procedure is started where all the Government members vote either Yes (that person should become a Government member) or No (that person shouldn’t become a Government member). If at least two thirds of the votes are Yes (66.67😵, then the candidate is accepted into the Government. If he isn’t accepted, then he is prevented from being considered to work in the Government during the next 30 days.

~~~ 21.4. If someone who is already in the Government wishes to acquire another position, the rules are the same as when someone new wishes to join the Government (Article 21.3).

22. The Presidential Advisers are a special team of the most experienced players of eSaudi Arabia. Each month they help the President make decisions, give him advice, even criticise or praise his work if needed. Their main role is to make sure the President does his job well and help him coordinate the Government work.

23. There are 4 ministries in the Government: Foreign Affairs, Defence, Legislative Affairs and Social Affairs. Each ministry has two available Government positions: Minister and Officer.

~~~ 23.1. The Minister is the person in charge of the ministry in question. Each ministry can have no more than one minister.

~~~ 23.2. The Officers are experienced people working in a particular ministry. Their number is not limited.

24. Each ministry has three possible structures:

~~~ 24.1. The first structure is having one Minister assigned to be in charge of a ministry, with at least one Officer helping him. This is useful for ministries that have a lot of work to do, and where work needs to be divided.

~~~ 24.2. The second structure is having one Minister assigned to be in charge of a ministry with no helping Officers present. This is usually applied to ministries where one person can do everything (and that person is the Minister).

~~~ 24.3. The third structure is having no Ministers or Officers assigned. If this is the case, then the President, Vice-President and the Government are directly in charge of the ministry in question. This is usually the case when the President considers the ministry in question not important enough to have its own representative(s).

25. The Ministry of Foreign Affairs is in charge of diplomacy. Its duties include representing eSaudi Arabia in official conversations with the other countries’ representatives, negotiating with other countries, strengthening the relation between eSaudi Arabia and its allies/friends, cooperating with the alliances if need be, running and facilitating the Embassy program in countries where Ambassadors are needed.

26. The Ministry of Defence is in charge of military. Its duties include creating war strategies, making sure the citizens of eSaudi Arabia fight where needed and whenever needed, cooperating with the Ministry of Foreign Affairs and making sure that eSaudi Arabia holds the best combination of regions at all times.

27. The Ministry of Legislative Affairs is in charge of interior matters, which are usually related to the anti-PTO (PTO = Political Take Over) efforts, or making sure the Congress does its job well. The anti-PTO activities include organizing the Party President elections and reporting possible multiple accounts. This ministry’s other responsibilities include managing the eSaudi black-list and gray-list, taking care of the citizenship requests and selecting the Congress together with the Party President.

28. The Ministry of Social Affairs is in charge of taking care of new players that register their account in eSaudi Arabia, and educating them. Its duties also include writing tutorials in both English and Arabic, doing necessary translations whenever needed, and helping new players develop their accounts or gain a valuable gaming experience in any other reasonable way.

V) b) Country President

29. The Country President is the person in charge of coordinating the work of the Government and the Cabinet, and making sure that everything goes right during his term. He also has an important role as a representative of eSaudi Arabia both inside and outside the country.

30. The conditions for applying for this position are:

9 months of gameplay experience;
3 months of experience working as a Government member;
1 month of experience working as a Vice-President;
Being in the current Government;
Not being on the gray list or black list.

31. The Country President is selected by the Government. Before the each new Presidential term starts, a list of all the candidates is made. If there is only one candidate, then he is directly chosen to be the next Country President. If there are at least two candidates, then a voting is hel😛 the candidate with the most votes is chosen. If it’s a tie, then out of all the tied candidates, the one with the most Government experience is chosen as the next President.

32. The Country President gives the Ministers orders and tells them what they should focus on during his term. He must have a project prepared for his term and he must know exactly what he wants to do during the 30 days when he’s President. He also cooperates with his Advisers, and they can make decisions together when needed.

V) c) Vice-President

33. Each Country President must have exactly one Vice-President. The Vice-President aids the President in all of his duties. When the President is absent, the Vice-President takes on his role.

34. The conditions for being able to hold this position are:

6 months of gameplay experience;
2 months of experience working as a Government member;
Being in the current Government;
Not being on the gray list or black list.

35. The President has 100% control when it comes to choosing his Vice-President. He can choose any Vice-President he wants, so long as he satisfies all the conditions set in Article 25.

V) d) Cabinet

36. The Cabinet is a special team of people whose job is to work together with the Government in order to aid them in everything that needs to be done.

37. The President picks the Cabinet on his own. The Government isn’t connected to picking the Cabinet, the Country President has full power over that. Each President can have his own Cabinet.

38. The Cabinet is a temporary political organ, which means that it can easily get modified as time passes by. As Presidents get changed, so do their Cabinets, and Cabinets can even get changed during one Presidential term.

39. There are no limits when it comes to working in the Cabinet. Anyone can apply. The people who work in the Government cannot work in the Cabinet as well. These two Political Organ fulfill each other, so there is no point in them having common members.

40. The Cabinet is consisted of:

Foreign Affairs Deputies;
Defence Deputies;
Legislative Affairs Deputies;
Social Affairs Deputies.

41. Each Deputy assists his respective ministry. They are not working in the ministry itself, but they are helping ministry do its job more efficiently.

42. If a certain Deputy has proven himself as reliable and trustworthy, the Country President has the option to propose him as a potential Government member.

V) e) Party President

43. The Party President is the person in charge of the Saudi United Party. He has 3 main duties:

~~~ 43.1. The Party President has to make sure that as many people as possible run for the Congress elections. This can be done by writing articles and asking people to run, or by messaging citizens individually.

~~~ 43.2. After the people have run for Congress, the Party President needs to select an appropriate Congress. He does this in collaboration with the Minister of Legislative Affairs.

~~~ 43.3. The Party President’s last duty is selecting the rightful Country President candidate. The Government decides on who the next Country President is going to be, and must notify the Party President about its decision within a reasonable amount of time.

44. The official Party President representative is chosen by the real life Arabs who are in Government. Citizens cannot nominate themselves for this position, they can only be nominated by the Government. Only players who are real life Arabs can get nominated for this position, unless there are no suitable real life Arab candidates. If only one person is nominated by the Government, then he is considered the official Party President representative, and if there are more nominees, a vote is held, and the person with the most votes becomes the official Party President representative.

45. When the official Party President representative is chosen, he must candidate himself for Party President. Everybody else must resign.

46. If the official Party President representative wins the Party President elections in eRepublik, as planned by the Government, he becomes he next Party President, and everything is under control.

47. If the official Party President representative doesn’t win the Party President elections, the party is considered PTO’d (PTO = Political Take Over; more details about this will be written in the PTO section).

V) f) Congress

48. The Congress is the Political Organ whose duty is to propose laws in eRepublik, or approve needed citizenship requests. This Political Organ is mostly tied with the game mechanics, and functions exactly the same as an in-game Congress should.

49. Anyone who isn’t on the black list can candidate for Congress. There are no other restrictions, other than being at least Level 15 (this is a condition set by game mechanics).

50. The Party President and Minister of Legislative Affairs are the ones who are in charge of selecting an appropriate Congress. The players on the black list must be left out of the list whenever possible, whilst the players from the gray list should be avoided, but it’s not obligatory to leave them out when possible.

51. There are 2 rules which the Congressmen must follow at all times:

~~~ 51.1. A Congressman should not propose any laws unless the Government approves them first. If asked by the Government to propose some law, the Congressman must do it as soon as possible.

~~~ 51.2. A Congressman should not accept any citizenships unless the Ministry of Legislative Affairs approves them first. If asked by the Ministry of Legislative Affairs to accept some citizenship, the Congressman must do it as soon as possible.

52. Congressmen who don’t follow the rules are gray listed. If a Congressman is already gray listed and still doesn’t follow the rules, he has a good chance to get black listed.

VI) Black List & Gray List

53. The black list and gray list are lists that contain players who have broken the eSaudi rules stated in this constitution. The people on these two lists are usually treated as personae non gratae. The document containing these two lists can be found here.

VI) a) Gray list

54. If someone is not on any of these two lists and breaks a rule that is considered less important (such as spamming), he gets an official warning from the Government, but doesn’t get included on these lists. If he continues constantly breaking this rule even after his warning, he then gets gray listed. However, if someone who is not on any of these lists breaks a rule that is crucial (such as accepting a citizenship request without getting an approval), he then immediately gets gray listed.

55. When a person gets gray listed, he loses some privileges that normal citizens have, but not all of them:

~~~ 55.1. People on the gray list can still candidate for Congress, but their chances of getting accepted are significantly lower.

~~~ 55.2. People on the gray list can still work in the Cabinet, but they cannot work in the Government. If a person who is already in the Government gets gray listed during his term, he is immediately kicked out of the Government, and he cannot apply to work in the Government as long as he is on the gray list.

~~~ 55.3. People on the gray list keep their citizen rights when it comes it expressing their own opinion. They can still write articles, comment on articles, give the Government suggestions or criticism.

~~~ 55.4. People on the gray list can’t get loans, grants, or food and tank reimbursements from the Government.

56. People who are on the gray list stay there temporarily. If someone’s been on the gray list for 30 days without breaking any laws, he is removed from the gray list.

VI) b) Black list

57. If someone who is already on the gray list breaks another rule, no matter how serious the rule is, he gets black listed. The player immediately gets black listed without being on the gray list if he has already been on the gray list twice and commits his third eCrime.

58. People who get black listed lose all of their citizen rights. They’re treated like an enemy to the state and they get banned from participating in politics in eSaudi Arabia. They also can’t join any of the eSaudi Military Units, and can’t have any further communication with the Government officials.

59. The black list is mostly a permanent list. It is extremely hard for someone to get removed from the black list. The only way to do that is if these 3 conditions are set:

At least 60 days have passed since the player has been added to the black list;
The President sends the Government an official proposal for this player to get paroled;
All the Government members (100😵 agree that this player should get removed from the black list.

VII) PTO’s & PTO Prevention

60. A PTO (Political Take Over) occurs when a person who is not the official Party President representative wins the Party President elections. The reason why being PTO’d is extremely harmful for the country is because the game mechanics let the Party President choose the entire Congress and the new President, and he can choose anyone he wishes. If that person chooses himself as the next President, he can easily get access to the eSaudi bank and steal all of the money, or propose harmful laws. That is why a PTO is dangerous for both eSaudi Arabia and its citizens.

61. If a PTO occurs, the first step that the Government must take is to ask the newly elected Party President to peacefully resign from his position, due to the fact that he was illegally chosen to be Party President in the first place. If he does that, then he doesn’t get black listed. If he doesn’t agree to resign, he gets permanently black listed (no parole possible, ever), and the country is put in PTO mode.

62. When the country is put in PTO mode, all the Political Organs, except the Government, get disbanded. The constitution is no longer valid, all the Government projects are postponed, and the Government has to make sure that the country gets back the control of the party as soon as possible. When the country gets back in control, everything gets back to normal, including the constitution rules, Government projects, and Political Organs.

63. It is obligatory that everybody votes for the rightful candidate (no exceptions). If the Government finds out that someone hasn’t voted for the official Party President representative, he will immediately get gray listed or possibly black listed.

(The best way to avoid getting PTO’d is if everyone votes for the official Party President representative.)

64. All accounts in eSaudi Arabia must be reported before the Party President elections. This lowers the chance of multis being successfully used as voters.

(This reduces the influence of multiple cheating accounts.)
