There comes the time when the times are a changin’. This change might come in silently and unnoticed, but just in a week or two, we discover that we live in a different world of different alignments and total unpredictability.

...That's how it happens when you are a country of global prominence and your Foreign Affairs Policies, or FA, experience a sudden change of both style and priorities. And there, your fall begins.

Your safe True Patriot battles become save-the-homeland arenas, your safe bonuses wither, and your smart talk on taxation policy and forum censorship is no longer relevant. Your new leaders are all out loud and crying, but they are of no help. Cause they never were.
That happens to any country around which confuses tactics with strategy and is persistent with that.

This should NOT happen to the US.
The Apple doesn't swirl around in space by itself. WE move it.

I've been an FA guy for too long. After leading eRussia for some time in various roles, giving up a direct government role in my country of origin once, I've invested my full vigor and loyalty into creating Pacifica, the instrument of all member countries which helped them preserve their safety and glory. WildOwl, the man best known, beloved, and hated for creating an everlasting FA doctrine which helps USA hold the prominent role it deserves in world affairs, stood by my side back then.

Pacifica has always had a STRATEGY and has been a STRATEGY itself. Of course, with time, the components of the STRATEGY - the interests of the member states - got the situation more complicated, but the building was solid enough to sustain that storm. But the cornerstone: ensuring that the members enjoy the state of affairs each of them wants - has remained despite all differences.

The 2013 Circle of Trust alliance, on the other hand, had no strategy. Initially being a lovely composition of close-tied countries, it first grew into TWO's tool for hitting the remnants of EDEN, and then into a weaker side in a bipolar world, awaiting to be crushed by TWO. And it was.
The USA had no strategy back then either. Tactics alone, like joining the big fight, haven't been fruitful in terms of success. The US have suffered. Russia, where I've been CP for 3 terms prior to leading the Circle of Trust for a temporary counter-offensive, has suffered. Guys like me and NewAzazel, who was Military Commander of CoT back then, have learnt a lot. But the USA have lost.

That was a rough example.
In terms of current FA, the United States of America has a strategy.
This includes commitment to Pacifican cause, defending the core interests of our people: a safe home, accessible colonies and True Patriot Medals, good allies and friends to help in a minute of turmoil. In one word, the strategy is BALANCE. We aren't the strongest country around, but we take the best from what the game environment provides us with. That requires hard work: listening to many people in other lands, getting your message across to them, and helping them balance their interests. From what I see, it also means being a GOOD, RELIABLE, AND PREDICTABLE ALLY and an UNPREDICTABLE, DANGEROUS ENEMY. Ready to hit at any time, and hit BIG.

TACTICS are easier. There are border wars. Single military operations. Launching NE and MPP laws at time. Keeping necessary contact. Holding the line. Many Presidents were good at these. But few devised a strategy.

How the Apple looks today

The WildOwl Doctrine, as I see the situation, has STRATEGICALLY helped us build up the power and resources required for being a long-lasting global power. But we shouldn't forget that we're in an unsafe environment, where we should stick to our principles to ensure our game is well played.

It's time to re-adapt, update, and have an even better understanding of the game.

Firstly, it's time for giving more attention to our home arena, the Western Hemisphere, investing more time and resources into building Pan-American relations, while at the same time doing our best to protect Pacifican interests abroad and helping our allies. We're already doing our best in that sphere.

Secondly, at a time of turbulence like this one, we deserve a balanced, continuous, understandable, and multilateral strategy. Putting all our force in when necessary and keeping from that when necessary, along with our allies. Common sense shall keep America strong and safe.

Thirdly, what I could add to make our doctrine stronger, is that it should be more inclusive, both abroad and at home. We should, firstly, look closer into the environment in which every Pacifican country exists, its ties, which sometimes overlap with ours and sometimes contradict; secondly, we should let more people into the Blue Room to ensure our renewed FA doctrine has more capable people to promote it. Our PEOPLE are our core. And we need more of them involved in the FA.


These are the guidelines I see for the US Department of State for October-December, no matter who becomes Secretary.
I'll be grateful for your feedback and will be most eager to expand these ideas in upcoming articles and forum discussions.

But what I see the most important now is that we should remember that our safety at home relies on our strong FA and strong Military.
And we need classy, experienced and open-minded, inclusive people to ensure America remains strong as ever.
People with a brain over voice, a heart over emotion, a strategy over tactic.
