Provisional rule for Primaries of the Communist Party of Cuba

1. Every party member can be a candidate. To become one, they have to be postulated to Congress ingame before the 22th of every month at 0:00 (eRepublik time). It is compulsory for any application to include a written programme, otherwise they will be sorted at the end of the list.

2. On the 22th a voting article will be published as soon as possible. The voting will end on the 24th at the same hour.

3. The voting method (which will be reminded in the article) will be the single-list Dowdall system in which all voters must rank all but one of the candidates in their priority order.

4. Only militants who are in the party at the time when the voting starts will have voting rights. The census of eligible voters will be published along with the voting article.

5. If any other party asks for a place the cession will be voted in a simultaneous voting procedure.


What is Dowdall system: Every voter must rank Z-1 (where Z is the total number of candidates) candidates in order of preference. The count is done by assigning 1/n points to each candidate (where n is their position in the vote list). The final list will order every candidate from the highest to the lowest amount of obtained points.

Norma provisional para primarias al Congreso del Partido Comunista de Cuba

1. Todos los militantes podrán ser candidatos. Para ello, deberán estar postulados ingame al Congreso antes del día 22 a las 0:00 (hora eRepublik). Será obligatorio que su candidatura incluya un programa escrito, de lo contrario, serán ordenados al final de la lista.

2. El día 22 se publicará cuanto antes el artículo de votación. La votación acabará el día 24 a la misma hora.

3. El método de votación (se recordará en el artículo) será el sistema Dowdall con lista única, en el que todos los votantes deben ordenar a todos los candidatos en orden de prioridad.

4. Sólo tendrán derecho a voto los militantes que lo sean en el momento en que comience la votación, por lo que se elaborará un censo que será también publicado junto con la votación.

5. En una votación simultánea se votará individualmente la cesión de cada plaza, si algún partido las solicitase.


Explicación del sistema Dowdall: Todos los votantes deben ordenar a Z-1 (siendo Z el número total de candidatos) candidatos por orden de preferencia. El recuento se realizará asignando 1/n puntos a los candidatos (siendo n su posición en la lista). La lista final ordenará a todos los candidatos de mayor a menor cantidad de puntos.
