Elections in the New World

In eRepublik, elections are held every month. There are three types of elections:

- country president (CP) elections on the 5th
- party president (PP) elections on the 15th
- and congress elections on the 25th.

In the past, we also had captain elections in the MUs on the 15th, but those were abolished starting eDay 2548. Instead of getting elected, captains are now chosen by any of the MU’s commanders.

CP Elections

Candidates for CP elections are proposed by party presidents. Every PP can either support one of his party colleagues as CP candidate or endorse another party’s candidate. In order to be eligible for the president’s office, you need to be a party member and must have at least 410 XP (level 1😎. The PP must propose/endorse a candidate not later than on the 2nd. Every adult citizen of a country can then cast his vote on the 5th. If two (or more) candidates happen to have the exact same number of votes, the player with the most XP will become president. If the freshly elected CP was a member of Congress before, his mandate is canceled.

PP Elections

The simplest of all elections. As long as he reached 335 XP (level 16), any member of a party may candidate, not later than on the 14th. Adult party members may then cast their votes on the 15th. Again, if two or more candidates share the same amount of votes, the player with most XP wins.

Congress elections

Note a very important difference in comparison to the other two elections: If a country is wiped, there will be no Congress (elections). In the past (until eDay 1770), the congress elections were held region-wise, with every region holding elections and sending representatives. By now, the system has been simplified, you are voting for a party list created by the PP.

Requirements for candidating for Congress are 300 XP (level 15) and being member of one of the five biggest parties of your country (T5 party, smaller parties are not allowed to participate, reference date for T5 party headcounts is the 25th at 0:00). Candidateship can be submitted between the 16th and the 23rd here, you can also add a “presentation”, for example an article or a link to a forum thread. On the 24th, the PP may then sort all candidacies however it pleases him and form a list (if he doesn’t, the first candidacies will be the first on the list). The size of the parliament to be elected depends on the amount of regions a country has:



As an example, if a party rakes in 25% of the votes while the country has 10 regions, said party will receive 0.25*40 = 10 seats in congress. If a party happens to have fewer candidates on its list than it should get according to the election results, those places will stay empty, thereby reducing the total number of congress members for the period.



But wait, there’s more!

As mentioned previously, despite the change in the election system, the congress elections are still somehow tied to the regions as an artifact of the old system.
eRepublik will remember the region you were located in when you submitted your candidacy, let’s say you did so in Saxony. If Saxony is conquered until 0:00 on the 25th, your candidacy is canceled and you’d need to reapply - however, since you can only candidate until the 23rd, in this case that’d be it then. This is also important when submitting from abroa😛 If you do so, the last eGerman region you were located in before counts as “your” region.

Also, a country needs to have at least one region at 3 different dates (02:00 on the 23rd, 0:00 on the 25th and 06:00 on the 26th) to get a Congress. However, the number of congress seats will not be changed if the number of regions varies between 23rd, 02:00 and 26th, 06:00.

In practice, those additional rules cause a lot of chaos and frustration, the best advice here is to pray that it won’t affect your region. You should also be aware of our treaties with Poland und Denmark as well as frequently read (and subscribe) the Wehrverwaltung (the newspaper of the Ministry of Defense containing official battle orders) as well as the Bundesanzeiger, which is the President’s bulletin. The German core regions regularly held by eGermany (North Rhine-Westphalia, Brandenburg and Berlin, Mecklenburg-Western Pomerania, Schleswig-Holstein and Hamburg & Lower Saxony and Bremen) are 99.99% safe if there is not one of the regular determination resets with Poland or Hungary going on. After votes were cast on the respective election dates, they are checked until 06:00 on the next eDay to ensure that no multi votes are involved. Sometimes there are quite a few votes removed, sometimes only very few, sometimes none. In any case, the person with the majority of votes on 23:59 on election day can’t be 100% sure he will actually win the election. If you were elected to Congress or as CP, you will also receive a medal and 5 gold on top of your new duties, unless the country is ruled by a dictator. In a dictatorship, no gold is awarded for elected congressmen or presidents, but elections are held normally.

Wahlen in der neuen Welt

In eRepublik werden Wahlen im Monatsrhythmus abgehalten, insgesamt gibt es zurzeit drei verschiedene Wahltage:

- die Wahlen zum Landespräsidenten (country president, CP) am 5. Tag jedes Monats
- die Wahlen zum Parteipräsidenten (party president, PP) am 15. Tag jedes Monats
- sowie die Kongresswahl am 25. Tag jedes Monats.

Bis vor einiger Zeit wurden zudem zeitgleich mit den Parteipräsidentswahlen noch die Wahlen zum Hauptmann (Captain) in den Militäreinheiten (MUs) abgehalten, diese wurden jedoch zum eTag 2548 abgeschafft. Statt gewählt zu werden, wird der Captain seitdem von einem der Kommandanten ernannt.

CP-Wahlen

Kandidaten für die (Landes-)Präsidentschaftswahlen werden von den Parteipräsidenten aufgestellt. Jeder Parteipräsident kann entweder einen Spieler aus seiner eigenen Partei als Kandidaten nominieren oder eine bestehende Kandidatur unter einer anderen Partei unterstützen. Um als Präsident gewählt werden zu können, muss man also Mitglied einer Partei sein (zumindest ingame) sowie mindestens Level 18 (410 XP) erreicht haben. Der PP muss hierbei die Nominierung bis spätestens zum 2. Tag des Monats eingereicht haben. Jeder erwachsene Bürger darf wählen. Bei Stimmengleichstand wird der Spieler mit den meisten XP Präsident - sollte der neugewählte Präsident bisher Kongressabgeordneter gewesen sein, verliert er diesen Status.

PP-Wahlen

Die simpelsten Wahlen: Als PP-Kandidat kann sich jedes Mitglied einer Partei aufstellen lassen, das Level 16 (335 XP) erreicht hat. Die Kandidatur ist bis spätestens zum 14. einzureichen, der Kandidat mit den meisten Stimmen gewinnt - bei Gleichstand entscheiden wieder die XP und der erfahrenere Kandidat erhält den Posten. Jedes erwachsene Parteimitglied darf wählen.


Kongresswahlen

Bei den Kongresswahlen gibt es einen wichtigen Unterschied zu den anderen beiden Wahlen: Sollte ein Land keine Regionen besitzen, so werden keine Kongresswahlen abgehalten und dementsprechend gibt es auch für mindestens einen Monat kein Parlament. Früher (bis eTag 1770) wurden Kongresswahlen noch in den jeweiligen Regionen eines Landes abgehalten, mittlerweile wurde das Wahlsystem vereinfacht und man wählt für eine vom PP erstellte Parteiliste von Kandidaten.

Um für den Kongress kandidieren zu können, muss man mindestens Level 15 (300 XP) erreicht haben und Mitglied einer der fünf größten Parteien sein. (Kleinere Parteien sind nicht zu den Wahlen zugelassen, Stichtag ist der 25te um 0:00.) Die Kandidatur kann zwischen dem 16ten und dem 23ten eingereicht werden, und zwar hier. Es kann außerdem eine “Präsentation” angegeben werden, also z.B. ein Wahlartikel oder ein entsprechender Thread im Forum. Am 24. kann der Parteipräsident dann alle eingegangenen Kandidaturen nach Belieben sortieren (sollte er das nicht tun, werden eingehende Kandidaturen chronologisch geordnet).
Die Größe des zu wählenden Parlaments hängt von der Anzahl der Regionen ab:



Wenn eine Partei nun 25% der Stimmen erhält und das Land 10 Regionen hat, wird die Partei insgesamt 0.25*40 = 10 Kongressabgeordnete stellen, hierbei wird die Liste logischerweise von oben nach unten abgearbeitet. Sollte der Fall eintreten, dass einer Partei laut Wahlergebnissen mehr Mandate zustehen als sie Kandidaten auf ihrer Liste hat, bleiben die “ungenutzten” Plätze leer und die Gesamtzahl der Kongressabgeordneten verringert sich dementsprechend.



Der spannende Teil

Wie bereits erwähnt, hängen Kongresswahlen nach wie vor, trotz der Änderung des Wahlsystems von Regionen auf Parteilisten, von den Regionen eines Landes ab, wohl ein Überbleibsel des alten Systems.
eRepublik merkt sich nämlich, von wo aus ihr eure Kandidatur abgegeben habt, sagen wir in Sachsen. Wenn nun aber Deutschland Sachsen bis zum 25ten (0:00) verliert, wird eure Kandidatur gestrichen und ihr müsst euch neu bewerben - da ihr nur bis zum 23sten kandidieren könnt, hat sich der Fall in der Praxis häufig schon erledigt. Dies ist auch wichtig, wenn ihr aus dem Ausland kandidiert. Ihr könnt euch nämlich von überall aus zur Wahl aufstellen lassen - in diesem Fall gilt jedoch die letzte Region eDeutschlands (bzw. des Landes in dem ihr euch zur Wahl stellt), in der ihr euch aufgehalten habt, als “eure” Region.

Außerdem muss ein Land zu verschiedenen Zeitpunkten jeweils mindestens eine Region haben, um Kongresswahlen abhalten zu können bzw. einen Kongress zu erhalten, nämlich am 23sten um 02:00 Uhr, am 25sten um 0:00 Uhr sowie am 26. um 06:00 Uhr. Die Anzahl der Kongressmandate verringert sich jedoch nicht, wenn zwischen dem 23sten um 02:00 Uhr und dem 26. um 06:00 Uhr die Anzahl der Regionen verringert wird.

In der Praxis sorgen diese Regelungen, gerade wenn die zeitlichen Abläufe knapp sind, häufig für Frust und Unverständnis - die beste Taktik hier ist beten, dass euer Land bzw. eure Region nicht betroffen ist. Es empfiehlt sich weiterhin, unsere Abkommen mit Polen und Dänemark zu kennen und regelmäßig die Wehrverwaltung mit entsprechenden Hinweisen sowie den offiziellen Kampfanweisungen des Verteidigungsministeriums sowie den Bundesanzeiger mit Ankündigungen des Präsidenten zu lesen. Die von eDeutschland gehaltenen deutschen Kernregionen (Nordrhein-Westfalen, Brandenburg und Berlin, Mecklenburg-Vorpommern, Schleswig-Holstein und Hamburg sowie Niedersachsen und Bremen) sind quasi zu 99.99% sicher, wenn nicht gerade einer der regelmäßigen Determination-Resets mit Polen oder Ungarn ansteht. Nachdem am Wahltag die Stimmen abgegeben wurden, läuft am nächsten eTag für 6 Stunden eine Prüfung der Stimmen, wobei mal mehr, mal weniger, mal gar keine Stimmen von Multiaccounts abgezogen werden - gegebenenfalls ist also der Kandidat mit den meisten Stimmen bei Schließung der Urnen nicht der letztendliche Gewinner. Wer Präsident oder Kongressabgeordneter geworden ist, erhält zusätzlich zu seinem Posten noch eine Medaille sowie 5 Gold - es sei denn, das Land wird von einem Diktator regiert. In Diktaturen werden die Wahlen zwar weiterhin wie üblich abgehalten, die Goldbelohnung für die gewählten Abgeordneten und Präsidenten fällt jedoch weg.
