[free e-bot] New command .rank

Hello everybody, it has been a long time without writing something. But because I had some free time I've decided to implement a good suggestion (I'm sorry I don't remember who told me about it, just noted down) to e-bot.

The new command is .rank and it will show 4 rankings by damage as it is shown in weekly leaderboards from this week.

Example:

.rank Han Solo
:: Han Solo [172642] * Access Denied [4451] :: Dmg.MU.Div.(4) [1 - 2,659,477,270] :: Dmg.MU.Div.All [1 - 2,659,477,270] :: Dmg.Ctry.Div.(4) [2 - 2,357,973,270] :: Dmg.Ctry.Div.All [1 - 2,659,477,270]

If you look closer to his damage, just found out a bug (or maybe I'm too stupid and I don't get it). His damage from this week is 2,659,477,270 but if you look only by division 4 National he only have 2,357,973,270. Or who knows, maybe it is just a simple delayed cron job.

Some stats regarding e-bot:
- 228 channels (I will keep delete channels only with e-bot on them)
- 2513 unique users (by host)
