I am already through the half of my term as Country President, and though there are still many things to do, I feel that we achieved many things together. For people who are not active on the forums, let me sum up what happened in the past two weeks.
The New Voting System - Rejected
In the first days, I proposed the bicameral voting system idea to the congress. The base idea was to smooth and centralize the law creation process. I did not wrote the law proposal itself, just the idea, because I wanted to know if the congress would support such a new political system. After some days of discussions and arguements, I've decided to cancel the proposal, because it seemed to be totally rejected by a great part of the congress, and a system like this would be ineffective if ignored by a part of the community.
The New Immigration Law - Pending
It was clear that the first try with a law of immgration was a fail, so we needed a new one. Discussions have already started about a new immigration policy, and a proposal seems to be acceptable. Right now, there is no immigration policy, just the forum registration and congress vouching. As long as we have no Immigration Law, there will be no Minister of Security.
New MPPs
Due to our financial infirmity, we had to make a new foreign strategy. We do respect CoT, and we are honored to be a member of such an alliance, but they have to understand that an economically weakened nation cannot be an effective member of the Circle of Trust. We are trying to find the most important possibilities, yet we want to maintain the good relationship with our allies and friends.
There were several arguments about our new MPP with eThailand. My MoFA Squibeel advised me not to make the MPP, despite of it was free, yet I proposed the law, letting the eJapanese Diet decides wether we need the MPP or not. The result is a new MPP with a powerful eNation.
Regarding the MPP renewal with eIndonesia, we are still waiting for the answer from their CP. We succelfuly renewed our MPP with eHungary, but will not renew MPPs with eIndia nor eMexico, due to financial issues. I am willing to renew the MPP with eChile and eBulgaria, when the time will come.
Thanks to helpful donators, we could make an MPP with eSouth Korea, our old friends and ally eNation! Many thanks for those who supported the founding of the new MPP!
The liberation of Chubu
Day 1916 of the New World was a busy day to eRoC, and the Operation Stinky Tofu took advantage of this. With good timing and helpful allies, we were able to liberate the city of Nagoya and the region of Chubu!

New MU Supply System ???
eJapan had a centralized MU support system long ago, but it was deactivated due to financial issues. Right now, the distribution of the MoF takes the supply system's place, what is held every 3 or 4 days and usually adjusted to RWs. After dealing the problem of the immigration law, we will start to discuss about a possible new decentralized MU Supply System. Stay tuned to learn more!

[LAW] Immigration rules and procedures

The following is the text of the Immigration Law implemented in eJapan up to date.
Article 1 : The application form.
♦ Any new applicant shall apply on forum Application section where s/he will sign a contract where s/he promises not to run for election for the first month and stay for at least three months consequently to her/his approval.
♦ The applicant will be advised and signified that s/he owns no obligation to join any party of any congress member granting her/him citizenship.
♦ The applicant will have to provide the Minister of Security or its delegates with a mandatory money deposit.
Article 2 : The Ministry of Security.
♦ The amount of the deposit shall be specified by the Minister of Security who shall be the depository.
♦ The deposit return, responsability of the Minister and its delegates, shall be effective gradually during the trial period or as a whole at the end of the trial period.
♦ The Minister of Security shall make its choice once and for all at the begining of its position term and stick to it for every application to stand on an equal footing.
♦ For the sake of Transparency, the Minister of Security shall bring the eJapan people up to date with the Media of her/his choice (Forums, Articles, Google doc...) about the current status of accounts and refunds.
♦ Any newly appointed Minister of Security is free to decide on a new amount for the deposit and/or a new way of returning it, effective as from his recruitment. However, s/he is bound by a contract signed a priori which s/he shall honor the terms.
Article 3a : The Congress passes uses.
♦ A Congress member, representative of the eJapan people, is also representative of her/his Party. Thus, a Congress person is granted by the present law with an amount of passes to be used on behalf of the judgment and foresight of her/his party.
♦ A Congress member can use those passes to anticipate or override the Minister of Security's decision.
♦ The applicant shall apply accordingly to Article 1 whether s/he is approved by a Congress member on behalf of a Party or by the Minister of Security.
♦ The Congress person willing to accept her/his application shall signify it clearly on the application thread of Forums. Consequently, the Minister of Security will have to acknowledge receipt of the mandatory deposit on the same thread and only then, the aforementioned Congress person her/himself shall approve the applicant in-game.
Article 3b : The Congress passes ratio.
♦ The amount of passes a Congress member owns for her/his Party personal use is to be voted right after the Congressional elections.
♦ The amount of passes the Minister of Security owns cannot be null. Whatever the number of Citizen passes each Congress member owns, the Minister of Security requisition at least one of them.
♦ The Congress passes owned by each Congress member are not transferable. One Congress member cannot In-Game accept an applicant whose application an other Congress member signified the acceptance of on Forums.
Article 4 : Infringement and punishment.
♦ If a congressman gives a citizenship without Minister of Security's approval or Party's approval procedure followed, s/he gets barred from elections for an amount of months voted by congress and Minister of Security.
♦ If a newly approved citizen infriged the terms of its contract in any sort of ways, s/he renounces to get its deposit back and sees its status revised to "illegal immigrant" which should ban her/him from any position.

Just a quick reminder, eThailand is weaker than eJapan by a considerable margin.

They have fewer tanks and do far less damage than eJapan does on a regular basis. We are the stronger party. Also, eThailand is in TWO, meaning that this MPP may have been a violation of CoT Charter Rules if it was not done with their approval.
eThai isnt member of TWO, they are in TWO sphere of protection. There is a diference.
To CoT it doesn't matter, there is no difference.
Usu did you get any note from COT alliance HQ that eThai MPP is against the rules and that can cause any problem in relaionship with COTalliance?
I think it's not a matter of getting notes, it's a matter of informing CoT before doing the MPPs.
Like Nowe inform Congress about NE? Or Bobby on impeach? I dont see posts on forum about that? Usu must ask for everything and put everything on discusion, but those two can do whatever they want without explanation?
Bobby's impeachment proposal has nothing to do with me and isn't even part of this topic, we're talking about eJapan's responsibilities towards CoT and not a Congressman's responsabilities towards eJapan.

It's the responsability in question here, some people must have it and others apparently dont. And if someone from cot have any problem, they would let us know, as soon as they saw proposal. eThai is also theirs ally, no logical explination to reject MPP.
The CP of eJapan must have responsibilities yes but I don't think there was any doubt about it likewise for Congressman. And it's not about logic or rejecting but procedures.
Isn't the MoFA job to check that with COT HQ? Did you reject MPP because of talks with COT officials? Or you did that because you dont like eThai? If it's a first case, we will not renew MPP when expire and i think that Usu will be soo kind to apologise to COT officials.

I just try to say that it's not allright to puting Usu in trouble just because of some procedure that is avoided because of harmless and free, COT frendly state MPP. And i think that MoFA should do check of that matter with COT HQ, not the president. And even soo, if you did talk to COT HQ, did they said anything bad about eThai?
Maybe Veprina some time should have been given for the MoFA to talk to CoT before this was hastily rushed through.

I just try to show you that some people who are making more damage with theirs actions never been punished, but when someone who they dont like do something that isn't transparent and that isnt really that inportant comparing to NE eROC, they start drama and hit a guy with rocks.

There's no drama here, it's just the simple truth. Please separate the issue of Nowe's NE (an eUS strategic request) and this MPP from each other.
I stated my personal opinion as MoFA, not my personal personal opinion, just wanted to make that sure. If Congress were to discuss and accept it then I would talk with CoT.
