[CP] Press Release #1 - Russian NE vote - a deal has been made

Good citizens of Norway. I must apologize for not writhing sooner to inform about the current proceedings. I value communication and wish to have an open and transparent government.
The past two days have been filled by meetings, negotiations, diplomacy and heated arguments, but not much sleep. I am however glad to announce that a deal have been reached last night.
I wish to give you a detailed description of the events and present the deal in we reached in full.


Thursday



Now, lets continue. Thursday 8. of March, Russia proposed Norway as their Natural Enemy.
It was not until after the voting had begun that I was contacted by Russian CP simust2 with a proposal. They wanted to rent three regions from us in exchange for gold.
I made it clear that this was not a good start for any regotiation, but I was willing to hear their offer.

They wish to rent Østlandet, Trøndelag and Nord-Norge from us in exchange for Gold.
Although they seemed apologetic at first and assured me that this was not intended as an hostile act, during the negotiations they became more and more arrogant.

The official policy of Russia was “Russia need resources.” They also made it clear that the choice was between a deal or war, they would not cease the attack even if they could.
During the negotiations I also pressed them for details and they admitted a plan to attack Sweden from our regions. It is clear they had no intention of telling me had I not brought it up in the discussion.

I believe this is an important issue. If we accept that Russia attacks another nation from our regions, it will be no different then if we attacked them ourselves. That is why I believe that no military campaigns should be launched from Norwegian regions without the permission of the Norwegian CP.

I - along with some members of my cabinet - stayed up late that night in negotiations with Russia and in summit with EDEN.
Unfortunately we got no further.


Friday



Yesterday, when I came home and logged on, a battle was already raging between Russia and Norway. A deal had not been reached, but recklessly they decided to continue with the attack anyway.
Taulen - our MoD - gave orders to fight against Russia. We would continue to fight until we have reached an deal with the Russians or the last drop of blood had been spilled on our soil.
As I had focused my attention on making a deal, word had not reached all of our EDEN brothers yet, but some were fighting for us, with Finland in the front.

Good news though, Terra condemns the attack by Russia. EDEN HQ had so far been more worried about keeping the peace than our freedom, but support messages from EDEN Presidents and MoFAs came in bulk, they would fight for us no matter what the HQ said.

It was now clear that if we could not reach an agreement, a war would be started that could have catastrophic repercussions in our alliance. An attack against a native Norwegian region would - as stated by the EDEN alliance agreement - be given top priority military priority.

During the afternoon negotiations were continue with US President Oblige as host. Oblige and TTi09 were taking the roles of negotiators.
Che Kukaken, Fredrikz, Taulen and Tommy Skaue were included in the talks, as was the Russian MoFA.
Negotiations lasted well into the night, but we finally reached an agreement with Russia, and I wrote up a draft for the contract.

The Deal



War was avoided, but I would like to to make it clear that I got all my demands met, except for the ccy, where we met half way.
Not everyone in Norway agreed with making a deal, but this is not about the details of the deal, but rather that negotiations were initiated under these circumstances.
In the deal itself the rent for the regions is one of the highest in erepublik history, but what is much more important to me is that we keep our rights over decisions regarding our regions, including military and that Russia offered an apology for their clumsy behaviour.

The I also did not agree to any deal until it was clear that we would get full support from EDEN should we decline.

The deal is guaranteed by EDEN and Terra, any violation will result in War. It reads as follows:

These are the terms of the agreement between Norway and Russia during the renting perio😛

1. Russia will rent regions from Norway for 30 days, from the day the cattle is occupied, on the latest 13.03.2012.
2. Russia will rent Østlandet, Trøndelag and Nord-Norge from Norway.
3. Norway will receive 250.000 ccy per 30 days, if the contract is renewed. May be changed for next term, but this will be discussed at that time. Half will be payed when cattle is acquired by Russia, and the second half at the 4th of April 2012.
4. Russia will upon request of Norwegian CP wipe Norway during congress election and after election RW all regions except the ones Russia rents. If requested one region will be left in Norwegian control.
5. Russia will be the only one renting the regions and will not allow another country - ally or enemy - to occupy any Norwegian region without consent of Norwegian Government.
6. Russia will not use Norwegian regions to launch military campaigns without approval from Norwegian CP.
7. EDEN and Terra will guarantee this deal - if the terms are broken then it will be considered an act of war against EDEN -AND- Terra.
8. PTO president is not considered Norwegian CP
9. If PTO is in effect the acceptance of last CP and Norwegian with second highest votes in presidential elections will be needed
10. The contract may be renewed, if both parties agrees upon the terms. And if terminated, Russia will help RW the regions.
11. Russia will give Norway an official apology.

Russian Apology



Russia apologizes that the NE vote was started before negotiations about an rent agreement had begun. In the future they will refrain from making rash decisions in these matters.
They have also expressed their relief in that we have been able to come to terms in this situation.
