Congress is the main legislative body of the nations of eRepublik so becoming a Congress member is one of important steps in every politician life.

Congress is a place where elected candidates for Congress decide about political, military and economical future of a country by proposing different Laws.

Congress members, representatives are elected annually on 25 each months at eWorld

Even if you are a 2clickers, you should VOTE for congress, there is only 5 choice (5 party) you can only vote for 1 party on this elections..

To become a candidate

To become a candidate, you must have at least 100 Experience points. There are two basic ways to reach the party page where you can put your Congress nomination. Between the 16th and 23rd of the month you can:
1. Go to your party page - Click on Community - Party.
2. Click the button - Run for Congress

3. Read the statement and enter a URL for a presentation on why people should vote for you. This can be a newspaper article, a forum topic, or a link to your wiki citizen page.

4. Click Agree
5. The screen will refresh and you will get the message: You have applied to represent your party in the congress elections. The party president will select the official candidates on the 24th.
6. The Run for Congress button will be replaced with two new buttons
a. Click the resign button to resign from the candidacy
b. Click the Edit Presentation button to edit the URL for your presentation.

Note ::
On the 24th the list for congressional candidates will be closed and the party president will have the ability to manage the position of the members on these lists, if the list has more candidates.
Only candidates for the top five parties will be allowed to run for office.
Country Presidents aren't allowed to run for Congress.

Number of Congress seats in a country or region
The maximum number of Congress members depends on the number of regions. In the most cases the the available seats are 40 (if a country has between 4 and 40 regions).

Election day

In the main menu, after accessing the 'Community' tab, a button named 'Elections' will be displayed for all citizens. This way, while you are in the New World you will only be one click away from seeing what's new in the eRepublik elections. (Note: This page is available all the time in order to see past elections results.)

When expressing your choice in Congress Elections, you will choose a party.
The old Congress members lose their positions.

Duties of Congress members
a. Voting on proposals proposed by the President.

b. Propose laws
1. Change taxes
Can not be lower than 1% and higher than 99% for Import Tax or 25% for VAT or 50% for Income Tax. Raw materials have no VAT.
2. Minimum wage
Change the minimum employee salary given by companies. Can not be lower than 0.10 units of local currency.
3. President Impeachment
Remove the President and replace him with whichever previous presidential candidate received the second-highest vote score. Requires 66% of Congress votes to be passed.
4. Country donations
Transfer money or gold from the country's treasury to an organization. During the twenty-four hour voting period the proposed currency due for donation is "frozen" and rendered unusable.
5. Issue money
Take gold from the treasury and replace it as money. Includes paying a transaction tax of which is deducted at a rate of 0.005 gold per 1 unit of money.
6. Natural enemy
Members of congress or president can propose neighboring country as their natural enemy. If agreed, a free war will be started with the natural enemy. The prosing country citizens will get +10% bonus while fighting against their natural enemy.

Notes ::
For every proposed law, there will be a Debate link for the Congress members/President to specify a discussion area. Like stated before, the Congress Members can propose only 2 laws in a mandate, while the Presidents can propose an unlimited number of laws. If the law's voting process has not been finished, the same type of law can not be proposed. The voting process period for each law is 24 hours.

In order for a law to pass, the majority of votes must be in-favor (in case of a tie, the law is considered to be rejected), even if only one vote has been expressed.

An exception is the President Impeachment law, that requires 66% in-favor votes out of the expressed votes. The President can also vote the proposed laws. So, basically, the President and the Congress Members can vote once for each proposed law, but the laws that they can propose are different.

c. Accepting Citizenship
On country's Society page in the section Citizens there's a row "Citizenship requests". On it's right side there's a button View requests. Clicking it will take you to a page with two tabs: Pending and Approved. On the right side of these tabs congress members will see a number indicating how many "Citizenship passes" they have left.

Pending
On this page you will see citizenship applications that haven't yet been approved or that have expired. On the left side you will see citizen's avatar and name under the header Citizen. Under the header Details you will see their reason for applying citizenship, current country they are a citizen of, date when they arrived to the country they're applying citizenship of, and when their application expires.

On the right side of the applications, congress members have Accept button which they can use to accept that application. Please note that Congress members can only accept citizenship requests. Citizenship pending takes ten days.


Approved
On this page you will see citizenship applications that have been approved by a congress member. Under the header Citizen you will see citizen's avatar and name. Under the header Approved on is displayed date when that particular application was accepted, and congress member who accepted the citizenship application is shown under the header Approved by.

Limitations
To prevent political take overs, citizenships can be granted only 10% of the country's voting population (all citizens with a level above or equal to 14) during one congress term. One congress member can approve only certain number of citizenship requests, which is that 10% divided by number of congress members.

For a country like switzerland who have 300 citizens and will be have 20 congress members (as we just have 2 regions), this would mean that one congressman can approve 0.1 * 300 / 20 = 1.5 equal to 1 citizenship requests, so 1 congress just can accept 1 citizenship request.

Citizens who are born to the country receive the citizenship automatically and don't affect the number of applications congress is able to accept.

And most important of all the above is
- Do not vote for the proposal carelessly (remember, the proposal runs for 24 hours, there is plenty of time to ask first before a vote a proposal)
- Always ask first before the vote the proposal, the chairman of the congress, congress secretary, or can be directly to the president
- Do not repeat the blunders that occurred earlier, Congress learned mistakes "before and not let it happen again"
- Do not accept citizenship requst before discussed by the congress or a commitee inside the congress before being accepted. That's the law and it should prevent a PTO attempt. This is very important to know for all future CM!
