Oh please. If Mr. Bell had said "It was brought to our attention that there may have been" instead of "Evidence has arisen that" we would all agree he did the right thing. Now, why are we taking down upfront the only possible effect of this statement. In the mean while saying "oh, just go ahead bribing people" because we will never be able to prove it.
I guess mr. Dunbar's approach is in fact the most effective: campaigning that bribing is for utter losers!

I mean, when reading the statement now, I am very sure the bribes think: "yeah, right, LOL".
They may if they are only in it for the - ahum - power. But if you have some sense of self-respect, it might give at least some feeling of shame. While promising measurements you will never take, will sort none effect what so ever.
