Well where shall we start?

Possibly to warn all that this will turn into a wall of text \o/




After Ilene’s article to give the country a push into making a decision and quickly, I thought it best to start the ball rolling and have the discussions that we need to move forward.


It is no secret that I am pro Democracy, but if we need someone sitting at the helm then having a Dictator that is not tied to a government role and is unbiased, my only option is to choose Option 3.



Option 3. Constitutional dictatorship.

A "neutral" eAustralian of long and good reputation will hold dictatorship in perpetuity. They will press buttons at the direction of CP and congress.




Now this by no means will be set in stone as there is always some form of teething issues, along with you will never make every person happy. The goal out of this is for the majority to be happy and the balance will just have to voice their opinions on changes that will benefit the community at large.
We have also seen in the past that the “neutral” CP/Dic has not always been neutral, so keeping that in mind voting down the track should not turn ugly but you should vote based upon your preferred choice.

Constitutional Dictator

The function of the Constitutional Dictator is to be an unbiased Governor General.

Dictator MU/Commander:

The Constitutional Dictator will reside in the government run ADF MU. They will stay in the Commander position until their voted time passes or they are required to stand down, in turn they will pass the Commander position to the next voted in Constitutional Dictator.

Voting Process:

Process for voting in a Constitutional Dictator will be raised by MoI newspaper with a 48 hr nomination period. All nominations must be seconded and must be accepted by the nominee.
After the nomination period and where-as there are more than one nominated party the MoI will release the running parties and votes will be cast by the eAustralian public. A majority of votes must be in-favor to see the nominated Constitutional Dictator take their position in the Government run ADF MU (in case of a tie, a new vote will take place). The Dictator will take their position within a 2 day period of being voted in.

The voted time that a Constitutional Dictator will remain in the position is 2 months. The length of time that a Constitutional Dictator can remain in the position is 2 terms consecutively.
At the end of a 2 month period a new Constitutional Dictator will be voted upon via open article nominations initiated by MoI. In the event of no new accepted nominations the previous Dictator if fit for work can resume the position based upon being nominated again.

Requirements of Dictator:

* Dictator will be an Australian citizen
* Dictator will have had a minimum 2 terms in Australian senate
* Dictator will not hold a CP position during their term
* Dictator will not hold a cabinet position apart from advisor if current CP sees applicable
* Dictator will not hold a senate position during their term
* Dictator will be a part of the current senate thread but will not be required to be cabinet unless current CP sees applicable(Dictator does not have a vote in senate)


Any position above that a nominated Dictator has must be renounced prior to accepting Dictatorship position

Role of Dictator:
To be the seat of Erepublik game mechanics to propose laws and vote based upon the outcome of senate/cabinet discussions. The Dictator will not have any voting rights in senate discussions but can be used by the CP to guide out of control discussions.

Dictator Removal:
A Dictator may be removed from their position for Illegal actions or behaviour or through RL restrictions.

Removal through Vote of No confidence by the Senate: a Motion needs to be moved by a Senator and seconded by 2 others. Discussion shall occur for a period of no more than 24 hours and a vote of the Senate taken which shall last for not more than 24 hours. The Dictator shall be removed should the Yes vote be at least 50% + 1 of voting Senators.

A newly appointed Dictator will be signed in through standard voting process.
In the event of an urgent removal the CP is to be used as a stand-in Dictator until the voting process has been undertaken.


Government Orgs:
* All government orgs remain the property of the government.
* All passwords will be controlled by the current voted CP and their nominated cabinet members
* All lost/misplaced passwords will be recovered by Dictator as per game mechanics and then passed to current voted CP.


Dictatorship gol😛
* Any Dictatorship gold received through game mechanics will be donated no greater than 2 days after gold is received to the Reserve Bank of Australia
* ie; Dictator Trainee – 5 GOLD Awarded to a dictator lasting 10 consecutive days in office, received day 3000 to be donated to Reserve Bank of Australia by day 3002,
* True Dictator – 50 GOLD Awarded to a dictator lasting 30 consecutive days in office received day 3030 to be donated to Reserve Bank of Australia by day 3032

Law proposals

All law proposals will follow current senate discussion periods and game mechanics. In event of urgent laws required to be passed, if the voted CP or cabinet member asks the voted in Dictator to start the law as early as possible (but not before discussions) and the Dictators vote to be cast when a 50%+1 outcome has been reached at the 24hr discussion time.

These urgent laws will be restricted to
* Country Donations (in event of CO’s required for war)
* Natural Enemy
* Trade Embargo
* Declare War
* Peace Proposal



Change Taxes:
Note: Can not be lower than 1% and higher than 99% for Import Tax or 25% for VAT or 50% for Income Tax. Raw materials have no VAT.
* After a 50% + 1 vote of yes in the current senate discussion the Dictator can propose and vote yes with the nominated tax laws.

Minimum Wage:
Change the minimum employee salary given by companies. Can not be lower than 0.10 units of local currency.
* After a 50% + 1 vote of yes in the current senate discussion the Dictator can propose and vote yes with the nominated minimum wage laws.

Country Donations:
Transfer currency from the country's treasury to an organization. During the twenty-four hour voting period the proposed currency due for donation is "frozen" and rendered unusable.
* All money transfers from treasury to RBA Organisation will be voted on in senate discussions, with a 50% + 1 vote of yes

Issue Money:
Take gold from the treasury and replace it as money. Includes paying a transaction tax of which is deducted at a rate of 0.005 gold per 1 unit of money.
* After a 50% + 1 vote of yes in the current senate discussion the Dictator can propose and vote yes with the nominated issue money law.

Natural Enemy:
Members of congress or president can propose neighboring country as their natural enemy. If agreed, a free war will be started with the natural enemy. The prosing country citizens will get +10% bonus while fighting against their natural enemy.
* After a 50% + 1 vote of yes in the current senate discussion the Dictator can propose and vote yes with the nominated Natural enemy laws.

Trade Embargo:
Stops the trade between two nations for 30 days.
* After a 50% + 1 vote of yes in the current senate discussion the Dictator can propose and vote yes with the nominated Trade embargo laws.

Airstrike:
Proposes a non-neighbourhood country as a target for an Airstrike.
* After a 50% + 1 vote of yes in the current senate discussion the Dictator can propose and vote yes with the nominated Airstrike laws.

Mutual Protection Pact:
Signs a Mutual Protection Pact with another country. Both countries must accept the law and pay 10000 local currency. The money will be taken from their treasury. Alliance will last for 30 days. If there already is an alliance, the current Mutual Protection Pact will be extended with 30 days.
* After a 50% + 1 vote of yes in the current senate discussion the Dictator can propose and vote yes with the nominated MPP laws.

Declare War:
Declares war to another country. Declaration costs 200g + 10% * number of citizens able to fight in attackers country (has at least 10 EP)
* After a 50% + 1 vote of yes in the current senate discussion the Dictator can propose and vote yes with the nominated Declare war laws.

Peace Proposal:
Ends war between two countries. A sum of gold can be demanded from another country upon signing peace.
* After a 50% + 1 vote of yes in the current senate discussion the Dictator can propose and vote yes with the nominated Peace proposal laws.

Citizenship Passes:
* All citizenship passes are accepted by Dictator
* All discussions of passes are held in senate thread, with acceptance of citizen on a 50% + 1 vote process


Lost Proposals:

New citizen welcome message:
Changes the message that new citizens receive when they register. Message can't be longer than 2000 characters.


President Impeachment:
Remove the President and replace them with whichever previous presidential candidate received the second-highest vote score. Requires 66% of Congress votes to be passed.






So now we have that out of the road, a small break perhaps?














This is just a first pass, I am sure there are some things that would be required to be modified/added/left out but it is a starting point on the road to our success \o/
