Hmmm, im confused on the new voting system.
Back in my day it was like this:
If I had 10 votes for congress in say Otago, then I would become a congressman, same with the other 4 counties
Now it's different, can someone please explain

players vote for which party they wish to have in congress and within each party the pp sets the priority for each congressman, the votes are then distributed at the end to maximis the number of candidates that get in. this way the number of votes actually dictates the number in congress and not just one congressman who has bought his votes.
