Why, yes, it is.
This is a CP run with a difference.
I'm not going to offer any policies because, and here's the clever bit, I'm going to let Congress make the policies. Ideally I would be UKRP PP, as well as their Congressman, for this to fully work as the idea I had was for eUK CP/Congress to mirror the real life UK PM/House of Commons. OK, the way the game mechanics are this is unlikely and, if this theory was to work in game then WRP would be negotiating to form a coalition to have Huey as CP, but anyhow ... on with the plan.
So, if I'm elected as CP I would appoint Ministers, and Deputies, from those already in Congress. They would have applied, via a gdoc [to be released shortly] outlining any "big ideas" they had for Foreign Affairs, Home Affairs, Defence, Finance, etc.
Now, what happens when there's a Congress election? Well the gdoc is reopened and the new, prospective Congressmen apply for the positions. So you get a re-shuffle of sorts mid-term [ish] if Ministers lose their seats. I'd also bring the "Speaker" into the Cabinet as the "Leader of the House".
Obviously, I'd choose Ministers who will look after the eUK's interests. Congress will discuss all the Ministers' ideas before any buttons need pressing by me, or Congress.
OK, and before I'm accused of anything; yes, the CP medal is missing from my profile & I want to change that. Any gold won with it will be passed to the NHS.

I think this might be a manifesto for when it's more or less peaceful times and there's no PTO threat, for there's potential for it to be flippin hilarious, in good and bad ways.

I do like the idea in essence, but my worry is that it's perhaps not an open or accountable system (the latter due to the role of PP's)
how's it not accountable? if someone's not doing their job properly, the PPs could not select them for the second half of my term
This would give you a great opportunity to assign blame to everybody but you as you wouldn't be the policies guy.

I like the role play aspect, it adds some relevance to congress as well...
Would be an interesting game mechanic change if CP's could only appoint ministers from the congress pool...
Since the role of the CP is simply to give direction to ministers, this wouldn't be as far from how it is as some may currently think

- as I said above, ideally I would be PP as well, so this is a moot point

- you mean if the PTOers or the nasty old Vendeatta got into the top 5? They could apply, I may not necessarily choose them. If they hold the majority, well minority governments have existed in the RL UK. Won't be my fault if nothing gets done.

- nope, just bring them into cabinet as it'll be an intra-congress one .. mainly .. being intra-congress will mean just one PM thread

- the usual PM thread(s), but there'd be weekly IRC meetings and they are free to use the forums too

- same as it is now, just I'd be more vocal
the elections in erep are based more on the US system of government than anything else. While your idea is interesting, and made me pause a moment as I read, I think it is difficult to implement. The Westminster system doesn't translate as well into erep anymore. I think it would also be more useful if we could have FPP again, as, then, we could punish bad Ministers more directly.
Interesting, but, perhaps, unworkable given the current mechanics.
