[MoHA] New minister, same issue

Citizens and other readers,

I, Flando, have been named Minister of Home Affairs of the eNetherlands by President Odan.

There has been a lot of work to do for my ministry, of which the most important is: education. Lately, this has been less and less important, since there are basically no new people joining.

The MoHA has a bigger problem, the biggest problem of the whole of the eNetherlands, in fact. Our big issue is our active player base.
We do not have enough people to fill our congress, and those who get in it, do not vote on laws. Most of our proposals do not meet the required quorum.

This problem is ofcourse game-wide, and not solvable by a minister, since game mechanics and a fleeting player-base create the problem.
Does this mean your government will look our nation and community die out? Never!

I have made it my task as MoHA to find ideas to counter our problems with any means. I'll need ideas, and everyone that has one should let me know. It does not matter how weird your idea might sound, we need imput.

What do I plan to do about it as of now?
1: I'm currently trying to organise a big conference of nations with the same problem. It might be they have ideas. We need to get together.
2: I want to form a group of thinkers, a group of people trying to think of a solution. This group will not be political, nationality will not matter.
