[MoHA] Guide to Congress and Legislation

You oiks know nothink aboot politics, so we are gonnae tell you a few wee snippets of lovely information about the way politics works in eRepublik and also in the eUK.
Congress
Congress is the equivalent to the Houses of Parliament in Old Blighty. It is election on the 25th of each month and make all the big juicy decisions that the eUK needs decided. An example of this is our Dear Leader King Woldy I. Woldy was elected by the people after the Congress of that term voted yes to a constitution written up by the Party Presidents at the time. They also vote on Mutual Protection Pacts, Natural Enemy laws, tax changes and also any amendments to the constitution and bills written by members of congress.
The Congress election results from the most recent election, we will have another coming up soon.
Congress elections are amongst the top 5 parties on the 23rd of a month. Each party puts together a list of party members or members of parties they are working with to supply congress seats. Then on Election Day, the public go and vote on the party they want to vote for. When the results are in, the percentage of seats are tallied up. If a party gets 50% of the votes they get 50% of the seats (allocated based on the list set by the party president). If a party gets 20% of the votes they get 20% of the seats. Legislation
Besides the usual in-game laws that can be voted on, the Congress of the eUK also creates some legislation. It works like laws on how the government, Congress and dictator should run the country, so they give certain powers to certain people. Legislation is usually created so that we have an agreed way on how to do certain things. One example is the Speaker of Congress who has powers over Congress through legislation. My suggestion for amendments is to use the "Suggestion Mode" in Google Docs. It allows you to edit a document, it gets highlighted as an amendment (like track changes) and you can comment on it and choose to accept or reject the change!
No mention that not one piece of legislation has any relevance in game mechanics and there is no way that it can be enforced
