IW-PFC-SUFFER Coalition Charter

The purpose of this document is spell out the mechanisms by which this Coalition will operate. The Coalition is voluntary and on the 16th of each month the new Party Presidents of each party can continue or withdraw from the coalition at their discretion.

The purpose of this Coalition is to unite the parties involved to increase the influence of our individual parties and provide greater opportunity to participate for our members. This will be done through a unified Congressional Caucus and by allowing each party the opportunity to nominate a candidate as the Coalition candidate for Country President.

The composition of the Coalition shall be that of an Executive board. Each party shall appoint three (3) members to the board each month by the 17th of each month. The board shall then elect a Chairman from their membership to oversee and lead the Coalition for the month.

Congress

On the 26th of each month the Coalition Chairman shall start a Congressional Caucus thread including Congress members of each party and each Party President. The first order of business will be to put up a single candidate from the Coalition as Speaker and another member as Deputy Speaker. After a Speaker candidate and Deputy are selected the Chairman shall select a member of the Caucus to act as Whip for the Congressional session.

The Whip's duties are to ensure all members of the Caucus are aware of all discussion in Congress and to make sure all members of the Caucus are aware of open forum votes in a timely manner. The Whip will also make sure all potential legislation is communicated to the Board so that if necessary the Board can instruct the Whip to tell Caucus members how to vote on an issue. The Whip will be responsible for reporting back to the board any members who do not vote with the Caucus plus any members who miss forum votes.

Country President and Cabinet

Each month, party shall have a chance to nominate a member of their party as Coalition candidate for Country President. The selection of a candidate shall be turn based with the following order; IW, PFC, SUFFER. A party has until the 21st of the month to nominate a member of their party during their turn. If a party fails to nominate a member during their turn they will swap turns with the next party in order. This order will be upheld except under circumstances where the Coalition has a popular incumbent who wishes to seek reelection.

The incumbent must make the Board aware of their desire to seek reelection on the 21st of the month. If an incumbent fails to do so, all parties agree to nominate the next party's candidate in order. If an incumbent wishes to seek reelection the board must hold a vote on whether they believe the incumbent should be given an additional term. The incumbent must receive five (5) voted in favor from the board in order to be nominated to an additional term.

In order to offer our members a greater chance at participation Cabinet positions must first be offered to qualified members of a Coalition party before they can be offered to anyone outside of the Coalition. In the event there are no qualified candidates for a Minister position any interested Coalition members without experience must be offered a Deputy Ministry position. Each Cabinet must contain at least one member of each Coalition Party. In order to increase cooperation and promote inclusion the Vice President must be a member of a different Coalition Party than the President.

Communication

Due to the composition of the Coalition all Coalition communication must be in both English and French. This is extended to the Congressional Caucus, the Cabinet, and any communication from a Coalition elected President. When the Chairman or President do not Speak French or English they must employ someone to translate all their communication.

Le but de ce document est de spécifier comment cette Coalition opèrera. La coalition est volontaire, le 16 de chaque mois, les Présidents de chaque parti politique auront le choix de retirer leur parti de la coalition, ou de continuer comme participant.

La Coalition à comme but l’unification des partis qui participent, avec l’objectif final l’amélioration de l’influence de nos partis individuels et l’augmentation de la participation de nos membres. Cet objectif sera complété avec un Caucus de Congrès commun et en laissant chaque parti nommer un candidat qui participera au élections Présidentielles comme candidat officiel de la Coalition.

La Coalition se gèrera avec un Conseil Exécutif. Le 17 de chaque mois, chaque parti présentera (3) trois membres à ce conseil. Le conseil Exécutif élira le Président de la Coalition des joueurs nommés qui superviseront et conduiront la Coalition chaque mois.

Congrès

Le 26 de chaque mois, le Président de la Coalition commencera un fil incluant les membres du congrès de chaque parti et chaque Président de Parti. Le premier ordre du jour sera de nommer un candidat de la Coalition comme Président de la Chambre et une seconde comme Adjoint. Après avoir nommer ces deux, un troisième sera choisi comme Chef du groupe parlementaire par le Président de la Coalition.

Le Chef du groupe Parlementaire aura la responsabilité d’assurer que tous les membres seront informés à propos de tout discussion et de votes sur le forum. Le Chef du groupe Parlementaire fera en sorte que toute législation soit communiquer au Conseil Exécutif et de faire que nos membres voteront comme instruit par le Conseil.. Ceci est pour faire en sorte que le Conseil Exécutif peut être informé a propos des membres qui ne votent pas, et ceux qui manquent des votes sur le forum.

Président et Cabinet

Chaque mois, un parti aura la chance de nommer un membre de parti pour la candidature officiel du Président de pays. La sélection se passera tour par tour dans l’ordre suivant : IW, PFC, SUFFER. Un parti aura jusqu’au 21 du mois pour nominer le candidat comme Président. Si un parti ne nomine pas un Président à son tour, la nomination passera au prochain parti dans l’ordre. L’ordre sera obéi sauf dans la situation ou un titulaire se trouve dans une position de réélection.

Le titulaire doit informer le Conseil Exécutif de son désire de faire une réélection avant le 21 du mois. Si un titulaire n’informe pas le Conseil Exécutif, la nomination passera au prochain parti dans l’ordre. Si un titulaire cherche sa réélection, le Conseil Exécutif tiendra un vote pour décider si il recevra un autre terme. Le titulaire doit recevoir (5) cinq votes en sa faveur pour recevoir la nomination d’un second terme.

Pour que les membres de la coalitions aient une plus grande chance de participer à la politique du Canada, les sièges dans le Cabinet doivent être offerts aux membres de la Coalition avant d’être offert aux membres extérieurs. Dans la situation ou il n’y a pas de membres qualifiés dans la Coalition, tous membres sans expérience doivent être offerts des positions comme Adjoint. Chaque Cabinet doit contenir au moins un membre de chaque parti de la Coalition. Le siège du Vice-Président doit être soutenu par un joueur qui n’appartient pas au parti d’où vient le Président.

Communication

À cause de la composition des membres de la Coalition, les communications doivent être fait en Anglais et en Français. Ceci est étendue à au Congrès, le Cabinet, et toutes communications du Président de Coalition. Dans la situation ou un de ces joueurs ne parlent pas les deux langues, ils doit employer quelqu’un pour traduire à leur place.
