Join the new world

The constitution group, a group open to all UNL citizens, has written a constitution for the United Netherlands. A referendum will be held and all UNL citizens registered on the eUNL forum will be able to vote for or against this constitution.

Why do we need a New Constitution?
Since the peaceful merge of eBelgium and the eNetherlands, we live in a country without a constitution. The old eDutch constitution had to be rewritten and the new plans which can be found in 'Strengthening our Democracy' had to be integrated in the new constitution.

A month ago the draft of the constitution has been presented to the UNL citizen. We've all had the opportunity to debate this draft, now it is time for a referendum..

The eUNL Forum Community
We all play eRepublik. The game is ruled by the ingame rules and the game mechanics. We do not need a constitution for that. But the game has its limitations. It does not have a good infrastructure for debate nor is it possible to organise an army or an alliance ingame. That's why we also have our eUNL forum and irc.

Everything that can be arranged ingame, must be arranged ingame. And everyone who wants to play the game and not be active on the forum or on irc, must be allowed to do so. But there's also our forum community and this community has its own rules, written down in the constitution.

Strengthening our Democracy:

A Senate and a Congress
The most important change is the division of the parliament in two chambers. One of them is the ingame Congress. The other is a forum congress called Senate. Until now the Congress decided about both ingame issues and things that cannot be arranged ingame. A lot of the members of Congress were not active on the Congress subforum. Decisions were made by a very small group. By letting the Congress decide about ingame issues (taxes, citizen fee, &c) and let the forum community elect a Senate to decide about the things that cannot be arranged ingame (government, the policy regarding state companies, the army, stabilisation of our currency), more people will be able to participate in the political process.

A Division of Game and Forum
We do not want to tell those who only play the game and do not visit our forum or irc what to do and how to play this game. That's why this constitution will implement a strict division between the game and the forum. This is only be a formal division because the forum community consists of active eRepublik citizens, there's a huge overlap between ingame citizens and forum community. But a strict division of responsibilities will make the government more transparent.

More Democracy
These new plans make it possible for more people to participate in the political process:
Every UNL citizen registered on the eUNL forum can participate in the Senate elections. You don't have to be a member of a party. All parties can participate, not only the five largest ones. Soldiers who are abroad on a mission can also participate.
Parties and non-aligned citizens can enter the Senate elections as individuals or on a list. Votes will no longer be lost when you vote for someone who already has enough votes to get a seat, because you vote not only for the candidate of your choice, but also for the list he or she is on.
Congress candidates of sparsely populated regions need less votes to get elected ingame than candidates of densely populated regions. Not so in the Senate elections, everyone needs as many votes as anyone else because the candidacy applies to the whole nation and not just one region. Seats will be allocated by method D'Hondt, used irl in the Netherlands and in Belgium. If someone leaves the Senate, he or she will be replaced by the person on the list not yet in the Senate with the most votes.

Waarom hebben we een grondwet nodig?

Een maand geleden een proefversie was gepresenteerd aan de inwoners. We hebben allemaal de gelegenheid gehad om over de proefversie te debateren en nu is het geworden voor ee referendum

De forum gemeenschap

We spelen allemaal eRepublik. De game is verbonden aan ingame regels en game mechanics. We hebben daar gen grondwet voor nodig, maar het spel heeft zijn beperkingen. Het heeft geen goede plek om te debateren, het leger te organiseren of een samenwerking ingame. Daarom hebben we een forum en IRC.

alles wat ingame kan worden geregeld, moet ingame worden geregeld. Iedereen die alleen het spel wil spelen en niet actief wil zijn op het forum of IRC, moet dat kunnen doen.Maar we hebben ook nog een forum gemeenschap en deze gemeenschap heeft zijn eigen regels, zoals die in de grondwet staan.

Dat is waarom deze grondwet een strikte scheiding is tussen het spel en het forum. Dit is alleen een formele scheiding omdat de forum gemeenschap bestaat uit actieve eRepublik spelers, er is een flinke overlapping tussen ingame citizens en de forum gemeenschap. Een strikte scheiding van verantwoordelijkhedn zal de regering transparanter maken.


Meer Democratie

Deze nieuwe plannen maken het voor meer mensen mogelijk om mee te doen in het politieke proces.
Elke UNL inwoner die geregistreerd is op het forum kan meedoen aan de Senaat verkiezingen. Je hoeft geen lid te zijn van een Politieke Partij. Alle partijen kunnen meedoen, niet alleen de 5 grootste partijen. Soldaten die in het buitenland zitten kunnen ook mee doen
Partijen en inwoners kunnen meedoen aan de Senaat verkiezingen als individu of op een lijst. Stemmen zullen niet langer verloren gaan als men voor iemand stemt die al voldoende votes heeft, dit omdat je niet alleen stemt op de kandidaat, maar tevens ook op de lijst waar deze op staat.
Congres kandidaten van dunbevolkte regio's hebben minder stemmen nodig om ingame verkozen te worden dan kandidaten uit dichtbevolkte regio's.Dit gaat niet op voor de Senaat verkiezingen, iedereen heeft even veel stemmen nodig, omdat men kandidaat staat voor het hele land en niet voor 1 regio. Zetels zullen worden verdeeld volgens Method D'hondt, welke in Nederland en Belgie in het echte leven ook wordt gebruikt.
Als iemand de Senaat verlaat, dan zal die persoon worden opgevolgd door degene die nog niet in de Senaat is maar wel op de lijst staat met veel stemmen

La Constitution UNL

Le groupe de Constitution est un groupe ouvert à tous les citoyens UNL. Ce groupe a écrit une constitution pour les United Netherlands (UNL). Un référendum aura lieu et tous les citoyens UNL enregistrés sur le forum eUNL seront en mesure de voter pour ou contre cette constitution.

Pourquoi avons-nous besoin d'une nouvelle constitution?
Depuis la fusion pacifique des eBelgique et les ePays-Bas, nous vivons dans un pays sans constitution. L’ancienne constitution eHollandaise a dû être réécrite et les nouveaux plans (qu’on peut retrouver dans «Le renforcement de notre démocratie») devaient être intégrés dans la nouvelle constitution.

Il y a quelques mois, le projet de constitution a été présenté aux citoyens UNL. Nous avons tous eu l'occasion de débattre de ce projet et il est maintenant temps pour un référendum…

Le Forum communautaire eUNL
Nous jouons tous à eRepublik. Le jeu est régi par les règles internes et la mécanique du jeu. Nous n'avons pas besoin d'une Constitution pour cela. Mais le jeu a ses limites. Elle ne dispose pas d'une bonne infrastructure pour le débat et il n'est pas possible d'organiser une armée ou une alliance. C'est pourquoi nous avons aussi notre forum eUNL et IRC.

Tout ce qui peut être organisé à l’intérieur du jeu doit être organisé à l’intérieur du jeu. Être actif sur le forum ou sur IRC n’est pas une obligation en soit. Mais il y a également une communauté sur le forum et cette communauté a ses propres règles qui sont inscrit dans la Constitution.

Le renforcement de notre démocratie:

Un Sénat et un Congrès
Le changement le plus important est la division du Parlement en deux chambres. L'une d'eux, à l’intérieur du jeu, est le Congrès. L'autre, sur le forum, est le Sénat.
Jusqu'à présent, le Congrès décidait à la fois sur les questions à l’intérieur du jeu et les choses qui ne peuvent pas y être organisées. Plusieurs membres du Congres ne sont pas actifs sur le forum du Congres. De ce fait les décisions étaient prises par un groupe minoritaire et ne reflétaient donc pas réellement la réalité.
En laissant le Congrès les décisions sur les questions internes du jeu (taxes, frais de citoyen, etc) et en laissant la communauté du forum le choix d’élire un Sénat qui prendra les décisions que ne peuvent être traité en interne au jeu (la politique concernant les sociétés d'État, l'armée, la stabilisation de notre monnaie, etc), plus de personnes seront en mesure de participer activement au processus politique.

Une division entre le jeu et le Forum
Nous ne voulons pas dire au absents du forum et d’IRC ce qu’ils doivent faire et comment ils doivent jouer le jeu. C'est pourquoi cette constitution mettra en œuvre une division stricte entre le jeu et le forum. Ce sera une division formelle car la communauté active sur le Forum est composée de citoyens eRepublik actifs également. Nous savons qu’il y a un grand chevauchement entre les citoyens eRepublik et la communauté Forum mais une stricte répartition des responsabilités rendra le gouvernement plus transparent.

Plus de démocratie
Ces nouveaux plans permettront à davantage de personnes de participer au processus politique:
Chaque citoyen UNL enregistré sur le forum eUNL peut participer aux élections du Sénat. Vous ne devez pas être membre d'un parti pour participer. Toutes les parties peuvent participer, même ceux ne figurant pas dans le top-5. Les soldats qui sont en mission à l'étranger peuvent également participer.
Les parties politiques et les citoyens non-alignés peuvent accéder aux élections du Sénat à titre individuel ou sur une liste. Les votes ne seront plus perdus lorsque vous voter pour quelqu'un qui a déjà assez de voix car non seulement vous votez pour le candidat de votre choix mais également pour la liste dont le candidat fait partie.
Les candidats aux Congres des régions peu peuplées ont besoin de moins de voix que les candidats des régions plus peuplées pour se faire élire dans le jeu. Ce n’est pas le cas lors des élections sénatoriales car les candidatures s'appliquent à toute la nation et non une seule région. Les sièges seront attribués selon la méthode D'Hondt, utilisée dans la vraie vie aux Pays-Bas et en Belgique. Si quelqu'un quitte le Sénat, il ou elle sera remplacée par la personne sur la liste qui à le plus de voix et qui n'est pas encore au Sénat.

Nous pensons que cette constitution nous permettra de gouverner notre pays d’une manière efficace et démocratique. Lisez attentivement la Constitution, débâtez-la et votez-la. Que votre voix soit entendue!
