[eUP] Implementing "Exile a Citizen" Research and some updates

"Implementing "Exile a Citizen" - Call for papers"

This aims to solve the PTO problem that most, if not all, nations have faced in the History of eRepublik. It tries to solve this by introducing the concept of exile in the game, which is used in real life to solve political problems. The point of this paper, which he is trying to bring to all nations, is to first determine the citizens' opinion on this suggestion. Now, eUP's contribution to this research is to bring this to ePhilippines, and get your opinions on this matter, which we will then compile and send to him to help his research.

1. Should a country be able to exile citizens?

2. Who should have the power to exile? (President, Congress, everyone?)

3. How should the exile be able to be lifted? (Separate congressional voting, by president, by giving citizenship back?)
