Lets start with minor changes;
1. An option to hide decorations and re-organize the order of decorations.
2. Limit combat order budget & set a maximum value of CC for each division.
3. Guerrilla warrior achievement can be a nice addition.
4. Make it harder for newbies to vote in elections & donate goods, money and Gold.
Other changes in short:
5. Add Guerrilla skills that will replace the damage bonus. General skills that will increase your accuracy and agility, and individual skills with each weapon that will increase the 'maximum chance to hit' range (the ideal range is now not just a number but an actual range).
6A. Make low quality weapons 'affective' by changing the way Q6-Q7 weapons are produced. Instead of using WRM to produce Q6-Q7 weapons, Q1-Q5 weapons will be needed.
6B. No more 'RM', but each raw material company will produce a certain resource that will be used to produce a certain quality of goods (Example; Q1 Food = 100 Grain).
7. Change the military module - no more 'push to win'. Instead, fighters will have to damage military targets. Countries will be able to build military targets, and a battle is finished once one side's targets are critically damaged. It will require a strategy, as countries may also build traps or empty building that will absorb damage but will have no influence on the battle. Coordination and cooperation will be needed. Also, the battle hero and campaign hero achievements will be given to those who hit 'sensitive' military targets and not deal the highest damage - there should also be a limit on the amount of energy that can be spent in a battle.

Change damage output of SB,BB and Rockets,they became obsolete.
RW cost and reward if succesfully must be recalculated.
True patriot steps could go up from certain values(10 bilions and above)

First I apologize for the bad English, will help me uncle google 🙂
1. Make the game more dynamic. Change the interface, make it more interesting for new and old players.
2. Might make more divisions, 5 or 6 ... Divisions be set not by experience, but by the power of the player (here, many people will oppose). Can +25,000 force in first division from 25-50 in the second or some such. I like the new player 1 week will never win BH medal. Because there are people who stay a year or more in the first division and have +30,000 force, which is not normal. Give chance to young players to stay in the game.
3. Could make a medal for guerrilla battle. Example 50 or 100 or ... Win fights to get a medal.
4. A new kind of battle something like guerrilla but another type.

Div 1: Gun man, Granada, Simple Medicine, ...
Div 2: Doctor, Rifle, ...
