Up to 14,000 civilians in the Donetsk and Lugansk republics have been killed since 2014 - most of them died by Ukrainian randomly shelling of populated areas.
UkroNazi Government was killing their own citizens - only because they are ethnically Russians.

This is NOTHING like "14 000" you mentioned, not even remotely close. If you count civilians _AND_ soldiers, that sums up to 5002 people.
Sadly there are no such statistics for the occupied area of Luhansk, so all you can do is speculate.
