About three weeks ago the Congress passed amendments to the Comptroller General Act proximate to the time I was wrapping up a series on spending and transparency. The statute requires that the Comptroller:

1. provide public accounts of receipts and disbursements through a publicly accessible GoogleDoc;

2. Only disburse funds in accordance with a Budget.


It appears there is no GoogleDoc or other public financial statement prepared by the Comptroller and no Budget, but presumably there are or will imminently be a bunch of payments in and out of the Ministry of Finance org.

For quite some months there was a big brouhaha about the manner in which citizenships were granted. Recently yet a new system was implemented. Yet again it appears to be ignored.

My last little article was about our reputation. No one mentioned that we have the curious habit of being articulate, convinced and militant about the virtue and necessity of various laws, from the time they are proposed right up to the time they actually become laws. Just as well: no harm no foul.
