Meggyőződésem, hogy az ezen az alapon felépülő magyar-szovjet viszony szilárd alapja lesz népeink őszinte, igaz barátságának, nemzeti fejlődésünknek és szocialista jövőnknek. Azoknak a szovjet csapatoknak a visszarendelése, amelyeknek a harcokba való beavatkozását szocialista rendünk létérdeke tette szükségessé, a béke és a rend helyreállításával haladéktalanul meg fog történni. "Kétségtelen, hogy úgy, ahogy minden nagy népmegmozduláskor történni szokott, az elmúlt napokat is felhasználták kártékony elemek közönséges bűncselekmények elkövetésére. Tény az is, hogy reakciós, ellenforradalmi elemek is bekapcsolódtak, és igyekeztek az eseményeket felhasználni a népi demokratikus rendszer megdöntésére. De az is vitathatatlan, hogy ezekben a megmozdulásokban elemi erővel bontakozott ki egy nagy, egész népünket átfogó és eggyé forrasztó nemzeti demokratikus mozgalom." (Nagy Imre, október 28.)

" On the request of the Hungarian People's Government the Soviet Government consented to the entry into Budapest of the Soviet Army units to assist the Hungarian People's Army and the Hungarian authorities to establish order in the town. Believing that the further presence of Soviet Army units in Hungary can serve as a cause for even greater deterioration of the situation, the Soviet Government has given instructions to its military command to withdraw the Soviet Army units from Budapest as soon as this is recognized as necessary by the Hungarian Government. At the same time, the Soviet Government is ready to enter into relevant negotiations with the Government of the Hungarian People's Republic and other participants of the Warsaw Treaty on the question of the presence of Soviet troops on the territory of Hungary. We have already--some days since--been in contact with the new Government of Poland on this matter. We have also publicly declared that we do not demand of these governments their adoption of any particular form of society as a condition upon our economic assistance. We have also--with respect to the Soviet Union--sought clearly to remove any false fears that we would look upon new governments in these Eastern European countries as potential military allies.
