מאחר ואני לא יכול להגיע לדיון על החוקה והבחירות לכנסת הולכות ומתקרבות, אני מפרסם כבר היום את הטיוטה שלי לנהלי הכנסת להתחלת הדיון. אף טיוטה לא תהיה מושלמת אך צריך נקודת התחלה שממנה להמשיך ולבנות מסגרת שלטונית סדירה. החוקה תקיף מגוון רחב של נושאים, כמו כנסת, צבא וממשל, ואני מקווה שעם הטיוטה הזו אפשר יהיה להתחיל בכתיבת החוקה הרשמית.

Since I cannot come to the constitution discussion and we have the Knesset elections getting closer, I publish my draft for Knesset regulations today to start a discussion now. No draft will ever be perfect but we need a starting point from which we could continue and rebuild a governing framework. The constitution will envelop many areas, like the Knesset, the army and the government, and I hope that with this draft it will be possible to actually start writing the formal constitution.

1. חובות וזכויות הח"כים:
א) רק הכנסת רשאית להכניס שינויים בחוקה, לאחר אישורה הראשוני, ברוב של 60 אחוז.
ב) לאחר הבחירות לכנסת הח"כים יצטרכו למלא אחר הדרישות הבאות, עד ל28 לחודש:
- לתרום את ה5 גולד מהמדליה למדינה.
- להירשם לפורום הכנסת, שרק לח"כים ולנשיא תהיה גישה אליו.
- לבחור יו"ר לכנסת, ברוב של 50 אחוז.
ג) כל הצעת חוק, בין אם בנושא צבאי או כלכלי, חייבת לבוא לדיון לפני שמועלת להצבעה. הצעת
חוק שלא הועלתה לדיון קודם לא תחשב כהצעה רשמית והח"כים ידרשו להצביע נגדה.
- בשביל הצבעה על חוק, לפחות 10 ח"כים צריכים להשתתף.
- לנשיא יש זכות להטיל וטו על הצעת חוק, בדיון המוקדם, והכנסת רשאית לבטל את הוטו רק
ברוב של 60 אחוז. הנשיא לא יכול להטיל וטו על הצעה להדחת הנשיא.
- אם הכנסת החליטה בדיון כללי על הצעת חוק מסוימת, יו"ר הכנסת הנבחר יוכל להטיל על ח"כ
מסוים להעלות אותה להצבעה.
- יו"ר הכנסת רשאי לוותר על הצבעה לחוקים מסוים, כגון הצעות לברית.
ד) ח"כים יאשרו אזרחות רק לאחר אישור מהגוף הממונה לכך. לאחר הבחירות לכנסת, הנשיא
מחויב לעדכן את הכנסת מי הגוף הנבחר על ידו לאשר מועמדים לאזרחות.

2. יו"ר הכנסת:
א) יו"ר הכנסת ינהל את דיוני הכנסת והצבעותיה בפורום.
ב) פעם בשבועיים, היו"ר יפרסם דו"ח על פעילות הכנסת.
ג) היו"ר יוודא שכל ח"כ מודע לתקנון ונהלי הכנסת, ע"י שליחת הודעה אישית.
ד) היו"ר ינהל מעקב אחר פעילות הח"כים, על מנת למנוע מח"כים שעברו על התקנון להיבחר שוב. בסוף כהונת הכנסת, היו"ר יפרסם דו"ח לגבי כל הח"כים שיכלול:
- אילו ח"כים לא תרמו את ה5 גולד מהמדליה.
- אילו ח"כים אישרו אזרחות ללא ייעוץ מוקדם.
- אילו ח"כים לא השתתפו בדיוני הכנסת כלל ו/או העלו הצעות חוק על דעת עצמם.
- אילו ח"כים היו מצטיינים בפעילותם.


1. Duties of the Congressmen:
a) Only the Knesset may amend the constitution, after its initial approval, with a majority of 60 percent.
b) After the Knesset elections, the congressmen must follow the following demands, until the 28th:
- Donate the 5gold from the Congressmen medal to the state.
- Register to the Knesset forum, where only the Congressmen and President may have access to.
- Elect a Speaker of the Knesset, with a majority of 50 percent.
c) Every law proposal, whether in military or economical issue, must be discussed before brought up to vote. Any law proposal which wasn't brought to prior discussion will not be considered as an official proposal and the Congressmen will be required to vote against it.
- For a vote on a law proposal, at least 10 Congressmen must take part in a discussion.
- The President has a right to veto a law proposal, in the prior discussion, and the Knesset may cancel the veto only with a 60 percent majority. The President may not veto presidential impeachment proposals.
- Once the Knesset decided in a general discussion on a law proposal, the elected Speaker of the Knesset may choose a one Congressman to propose it.
- The Speaker of the Knesset may decide that a certain law doesn't need a prior discussion, like MPP proposals.
d) Congressmen will only approve citizenship after confirmation from the appropriate body. After the Knesset elections, the President must update the Congressmen on who is his elected body on approving citizenship requests.

2) Speaker of the Knesset:
a) The Speaker of the Knesset will manage the discussions and votes in the Knesset forum.
b) Once in two weeks, the Speaker will publish an update on the Knesset activity.
c) The Speaker will make sure that each Congressman is aware of the Knesset regulations, by sending a personal message.
d) The Speaker will track the activity of the Congressmen, in order to prevent Congressmen who didn't follow the regulations to be elected again. At the end of the Knesset term the Speaker will publish a report of all Congressmen including:
- Which Congressmen did not donate the 5gold from their medal.
- Which Congressmen approved citizenship without proper confirmation.
- Which Congressmen did not participate in the Knesset discussions and/or proposed laws without proper discussion.
- Which Congressmen were outstanding in their term.
