The month is almost at an end, and some votes have been done. This is the overview of all the votes this month 😉

Proposed solution:
To reconsile between all parties I propose that congress accepts the following motion:

Kimi:
=> offended several people in IRC.
* he gets the offer to apologize to the people he insulted (Fhaemita, ArcanicMindje, Garmr) on this forum after which his IRC ban gets lifted and he gets sentenced to 'ban time served'. We hope he learned from it.

Garmr
=> was out of line by baiting kimi into a ban, followed by unacceptible insults.
* since garmr is not a national official, government or congress, these admin rights will be revoked for the time being.
* no further penalty required

Article 2 – Loss of forum Congress rights
1. Members of Congress lose their forum Congress rights upon the loss of in-game membership of Congress.
2. Exceptions to this rule can be made by the Chairman of Congress, who will state the decision and the reason for it in the Private section of Congress.
3. Members of Congress lose their forum Congress rights upon the decision of the Chairman of Congress, who will state the decision and the reason for it in the Private section of Congress. This can only be done after a Congress Member becomes blacklisted or inactive. The Party President is allowed to replace the Congress Member with another citizen of the eNetherlands.
4. Congress can reverse the Chairman’s decision by a simple majority vote.

Article 2 – Loss of forum Congress rights
1. Members of Congress lose their forum Congress rights upon the loss of in-game membership of Congress.
1b. In case no eNL congress is elected during the in-game congress elections, the remaining congress members are not removed like article 2.1 suggests. They will remain as an "extended term congress". Once a new eNL congress is elected during the in-game congress elections, all members of the "extended term congress" lose their forum Congress rights.
2. Exceptions to this rule can be made by the Chairman of Congress, who will state the decision and the reason for it in the Private section of Congress.
3. Members of Congress lose their forum Congress rights upon the decision of the Chairman of Congress, who will state the decision and the reason for it in the Private section of Congress. This can be done after a Congress Member becomes blacklisted, when a Congress Member resigns, or when he/she hasn't logged in on the forum for 14 consecutive days without notice.
4. In case of an "extended term congress" (see article 2.1b), the Party President is allowed to replace each of his party's Congress Members that lost their forum Congress rights according to article 2.3 with another citizen of the eNetherlands
5. Congress can reverse the Chairman’s decision in matters of forum Congress rights by a simple majority vote.
