So my gdoc and article have made the rounds hopefully giving people a good idea of what I am doing but a few found it vague so this, the first of two articles will detail them a bit more and begin revealing who I have lined up for Cabinet. This article will focus on Finance and Foreign Affairs and the next one that will be out an a few days will cover MoD and MoHA
so lets get started with Finance.
First off, first thing what will be done is the orgs will be secured, passwords changed. With bigants damaging actions and Moriartys inactivity this is vitally needed.
Second, just as it apparently wasn't 100% clear between my article and gdoc.
Tax will be set at 1%. It is just better for the people. Better wages and all that and the gov will still take in money.
For the MoF and the goings on I aim to go with a double dragon approach.
What does this mean? Well for one I will have two MoF. Why? well the plan for financial security what is much sought after in recent times with all the recent theft is to have two MoF and two bank orgs instead of one.
Both MoF will have some money in their orgs and use it for fishing. From this no money will be given to the CP. The MoD will be given a weekly allowance of funds and the rest will be fed back into the country accounts. This means that if the CP needs extra funds they must give a reason such as War - MoD needs extra funds and it will leave a public record. This also means thieves need to take both congress majority and CP to rob us blind.
Another attempt to boost security will be the MoF orgs. As I said two MoF with two orgs. While we have one at current that gets robbed with annoying frequency we will use another unused org as a second bank. This org will be removed from records as much as possible so the only one who will have access and know anything about it will be the MoF who will in future pass it on to the next MoF and so on with the CP not having access or enough info to reset it for a theft.
For this to work budgeting is important. Keeping a balance of funds for what we need while keeping the excess floating around to a minimum. For this and in part to aid in this the MoF will put out weekly financial reports keeping track of the comings and goings of funds. While this is currently done I felt it should be mentioned to let people know it will still happen.
MoFs will be free to assign uMoF if needed but none will be giving access to the second bank.
So with that comes the actual cabinet positions.
The two MoF shall be Huey George and Count Drakula. Both are trusted members of the community and capable of doing the job. We should be able to increase our funds to be able run everything and build the stockpile we all love to have for some reason...
Now onto part two of this article Foreign Affairs.
Lets start off with the ambassador program. Members become ambassadors of the eUK and are assigned to a country (or many based on the amount of ambassadors) and they go to the country's community for a nice meet and greet. We did this a lot in the past and many of you may have met ambassadors from an other country. Overall it's a good program what helps people get involved in foreign affairs what is always helpful.
In the past month we have had to deal with a group of PTOers who wished to damage our relationship with our allies through the media, by launching rogue NEs and even PMing lies directly to allied CPS. They failed.
Our alliance is stable and our international relations are fine. This makes it a good time for the MoFA to try and provide younger players with info and opportunities to help train them up for the future. Whether that be through the ambassador program or articles about current world events and our allies. It's a time where we don't have to worry so much about positioning ourselves right or dealing with some international fallout which we could use to make newer players more knowledgeable as well as put a few more interesting articles into the media'.
And for the Cabinet reveal,
The MoFA will be Kapten Johnson. a fellow CP candidate who has recently returned to the country. While some are communicating that this is a bad thing in terms of a CP run I view it as a potential plus point in a MoFA. I believe he will do well.
Well that's it for Finance and Foreign Affairs. I expect the grilling to continue but hopefully I will earn some more votes. Defense and Home Affairs will be released in a few days. Not long to wait.

How can you campaign on a tax you have no hand on setting unilaterally as CP?
While I cannot manually change it myself we could speak to congress and advise them to change it. Tax seems important to some people so I thought I would address it.
Last term just before the election, Congress voted to retain 2% and not reduce to 1%. What makes you think you can convince them and if it is not your decision, how can you campaign saying tax will be 1%?
Well it's a different congress they may have a different view. I can give them my views to see if they would change. I was a lot of the community make arguments for 1% suggesting they want it. If the majority would actually like 2% I wouldn't change that. It's not like the tax rate is the linchpin of my campaign it is just an extra I thought I should address.
My only issue is, you put 'Tax will be set at 1%. It is just better for the people. Better wages and all that and the gov will still take in money.' You cannot make that campaign promise, as you cannot decide it alone as CP.
I never said i'd do it alone. I thought the government working with congress was a given. But I will see if the people really want it to stay at 2%. Maybe a quick poll...
I'm not saying I agree or otherwise with the tax changes but if any CP stands in and wins an election with a set of policies what gives congress the right to block those policies and ignore the wishes of the majority without very good reason? A CP needs about 190 votes to win, a congress seat is awarded for about 10 votes even the largest party only received 106 votes in the last congress election.
Because Congress is not elected on these policies and i dont think a CP should run on policies they cannot personally decide. If he put i would support cutting work tax to 1% and will ask Congress to consider this, that would be fair enough. Congress and the CP are seperate, you dont get to force the policies from one election onto winners of the other. Its like saying Obama should accept everything the House of Reps send his way because they won an election, or vice versa.
Could you tell me where I can find the manifesto / policies for the last congress election for UKPP and the other parties ? It's probably my age but don't remember seeing anything other than a list of candidates for most parties. I don't know if UKPP did produce any policies but parties / candidates that don't can't really claim to have a mandate to do anything.
Keep the tax at 2% in my opinion, I really don't think the extra % of work tax is impacting people that much, yet its making a big difference to the treasury.
Including the tax going to Poland (which is being sent back to us I believe) then we are taking about 7000cc in tax, up from 3000cc before the tax changes. This is an extra 4000cc a day, or 120,000cc a month (assuming 30 days in a month).
As long as the money is properly budgeted and spent wisely (relies on congress doing its job properly to ensure this) then keep it at 2%.
Yes the more I hear the more it seems views are splits. Both sides have their benefits so I guess I need to see more of the communitys views on this matter.
I agree keep the 2% all the more for the next thief. We all know taxes are not for spending on the population
What about the tens of thousands that is spent on TG loans and COs every month? or the 80,000cc that was outlayed on Emergy Fund grants? I've been vocally opposed to the CP keeping too much money in the orgs for no purpose, and you have to remember that money gained through taxes is only available to the CP after a congress vote.
Yes bad stuff has happened in the past, but the moment we let the actions of a thieving few dictate our entire spending policy, we might as well give up. We just have to stop electing thiefs to the CP position.

Orgs still belong to the CP as per eRep rules so technically it still only requires a rogue CP and this 'splitting' method is rather for show especially as you haven't specified how this can be adopted over a longer period?

Well work tax has already been answered above so moving on.
While the CP thing is the biggest issue as the game makes it simple for a bad CP to screw us, one of the things I mentioned would be the MoF holding an org not recorded anywhere so hopefully the CP doesn't have the details required to get to it. It would allow us to protect some but not all sadly. All I can do is put up safeguards to make sure everyone is confident nothing will go missing on my term. I can't however stop any future CP from scrapping all my things to make it easier for himself/others other than not voting for them.
I didn't go into much detail in budgeting because it will change and it's better to sit down with the MoFs on day one and calculate the budgets based on the finances of that time instead of doing it now only for it to change.
Well I snuck into everyone in the eUKs house last week and took a blood sample and put it into my Trust-O-Matic and they came out with the two highest results! On a more serious note do you find either of the MoF untrustworthy yourself or just another point to pick at?
I believe he will be doing no work for any other country. If he does do other jobs that is fine as long as he is doing good work for MoFA.

Would be nice if some ideas (even the bad ones) had some intention of being somewhat permanent fixtures rather then transitionary, one month flashes.
Otherwise we just cycle and cycle and never progress.
I would love for them to be permanent fixtures but at the same time I can't make other people stick with them. Only the voters could and I have learned my lesson about guaranteeing things I can't control from the tax bit.

They can. However ideally they wouldn't know one is missing so if they were trying to steal they would do so then notice one is missing so MoF1 who lost access to his org can go MOF2 HIDE THE MONEY!

I can guarantee I would try for it though....but seems a lot of people like 2% but at same time can't remove it....so?
You can't change taxes, you need congress for that!
