Hello there everyone. Someone people have said (Tyrael Snow on occasion) that none of the official business that goes in the forum gets published in the game. To comply with that very small request and to shed some light on the so-very-important happenings on the forum, I present you two of my proposals currently tabled in Open Door Congress.

The first is to allow Congressmen who operate in-game only to better participate with the proposal process. As you know, unless an in-game law proposal is posted in forum-Congress and it is approved for vote by the Speaker, the proposal is considered "illegal" and ordered to be voted down. This is usually followed with a short ban from forum-Congress...unless you are close friends with the CP or Speaker, then your random NE Proposal may get approved without any forum penalty at all.

So here is how my first proposal goes (after leisurely lingering in ODC nearly a month)...

Equal Rights for All Congressmen ~ Proposal to Amend CRoO:

Okay, here's a revision to the proposal that was made in the discussion thread here:

Proposed Amendment to Congress Rules of Order
Article II: Debates

II.1) The Speaker or Deputy has the duty to alert any non-Congress Member whose participation in a discussion in Open or Closed doors or in-game article has been identified as required.

II.2) All proposals require a minimum 24hr debate before a vote. The only exception being in game votes which were approved as part of an earlier proposal on the forums (e.g. funding donations as part of the approved budget)

The Speaker may choose to extend the length of a debate but may not shorten it.

II.3) Once the minimum debate time has lapsed any Member of Congress may call for a vote if the speaker has not already done so. If seconded, the Speaker must then any Congressman may then move the topic to an in-game vote immediately. Votes on topics that cannot be proposed in-game will be moved to a vote in the forum by the Speaker.

The next proposal is about a forum ban that many disagree with. People say a Congressman (Kamisha) violated Congress conduct and is a PTOer/Security Threat to eCanada. I can't post the actual discussion since it was posted in Closed Door Congress and leaking anything from there is a big no-no.

So here is my second propsal, which has so far received a unanimous "Do Not Support x7" response...

Motion to Overturn Kamisha's Ban from Congress:

The Speaker, Leo Balzac, is maintaining a ban against Kamisha. This was originally explained by the Speaker in his publicly presented “Disciplinary Report” threa😛

Following the directions of the Speaker, I am presenting a motion to overturn Kamisha's ban for the following reasons:

1) According to our Charter, sanctions are to be based on breaches of honesty and good faith, yet Kamisha never presented himself falsely or told any lies. In fact, he willingly revealed the PMs which were cited as the reason for his ban. The information in those PMs were not confidential and were not a breach of honesty and good faith, but were personal opinion. Congressmen are free to PM people in-game about their personal opinions.


2) The ban was originally made for mistaken reasons which were proven to not have even happened. It was said that Kamisha leaked information from CDC. It was quickly shown that what Kamisha PMed to another player was public knowledge already and was not part of CDC in the first place. The ban is now being maintained only on suspicion Kamisha might leak something from CDC. Players cannot be banned for something they have never done.


3) The ban is possibly related to a personal dispute that Kamisha is having with other players. [EDIT: not the current Speaker] There have been a lot of insults flying back and forth between Kamisha and these players even before this recent problem. The Speaker should not let himself be pressured into indefinitely banning a player as a result of these personal conflicts. A ban should only relate to a breach of honesty and good faith.

As a sidenote, the CRoO and Charter says the Speaker only has the ability to ban people who cause delays in Congress, such as putting up illegal proposals. Kamisha caused no delays with his postings. I’m not making this part of the motion yet would like to bring it to Congress’ attention that this point has been raised in the Supreme Court for clarification:

This motion is mainly focusing on the fact that the ban was implemented and upheld for the wrong reasons. Figuring out if the Speaker has the ability to ban people permanently is something that can be sorted out in later discussions or through the Supreme Court.

There ends the Forum Newsletter for those Congressmen in the AFK party or those not gracing the glorious halls of eCan Congress, and for all citizens who are devout eRep Purists and MU Hermits.

The only other proposals to report on would be the approval vote for the current Speaker and Deputy Speaker, along with funding for Rylde’s Roughnecks MU ~ all of which were done two weeks ago. So have no worries Congressmen and citizens who chose not to attend the forum, you have missed nearly nothing. And so, when Kamisha’s ban is likely upheld by the voting block for the Coalition, he won’t miss anything either ~ not much was ventured, so not much will be lost. All in all, a good term in Congress for minimalists such as myself.
