My only question: WHAT ARE WE WAITING FOR!?!

Yes, I know that this is a rogue proposal, but about 85% of congress voted yes to it despite that fact. This leaves us with a bored country that wants war, an NE already approved, and borders with the country we just NE'd.

Pardon my frankness (and if I'm under-informed, please tell me), but shouldn't this be a question of when and how instead of if? I know I'm ready for a war!
