“New” players may suffer a net loss from tax increases or a small net financial gain. They bear a disproportionate amount of the “cost” of the tax.

Some “old” players may not bear any part of the work tax but undertake a very burdensome voluntary contribution. The aggregate amount of those contributions is not generally known but is available.

The aggregate number of “old” players who are making substantial voluntary contributions is not generally know but this information is available.

The players who seem to be the greatest beneficiaries of increases in work tax are “old” players who don’t make significant voluntary contributions.
