New Form of Government

Thank you everyone for re-electing me for some weird reason. Thank you Carmen for more interesting elections than last month.

I decided that instead of offering you just a list of names, I am going to offer you a whole new form of Government.
In time of crisis, many leaders grasped for more power and authority, but I have no such intentions. I'd rather try to bring more organized and involved democracy to this country.

The idea is to introduce the position of Prime Minister (PM) to our politics. The PM would basically be head of Congress, and be in charge of mostly domestic Ministries. The PM will need support from the (active) majority of Congress, which would be reflected by a vote of confidence at the start of the PM's term.

I was thinking about it in those lines:

President
Head of State
Appoints PM after Congressional Elections (primary choice from Party Presidents).
Has right of veto on PM's choice of Ministers (aka appointment of Ministers needs Presidential approval).
Primary focus:
*Foreign Affairs
*Army
*CNB

Prime Minister
Head of Government
Needs vote of confidence from Congress.
Primary focus:
*Education
*Social Welfare
*Immigration and Citizenship
*Industry

Once Congressmembers and Party Presidents would be more involved and hold votes on the forum about other issues than in-game law proposals, eg. Finances could be handed over to Congress. That would of course require that latest at that point the Constitution will be updated to reflect the Balance of Power. Also, Congress would need to be able to maintain and vote on budget issues.

Of course there are things that will need to be fine-tuned, but what do you think about this so far?

If there won't be any reasonable opposition to this political system, I will appoint Red_Baxter for the Prime Minister Office. the blasphemer will remain in his function as Minister of Defense.

Neither really, or rather, it depends on what you consider as powerful. These are different functions.
The PM needs to be a team leader, who will have to work within boundaries of parties' (future) policies. Eg. in the current situation, if both CRU and NZV would say that they don't support business loans, then the PM's government won't be able to implement it (assuming that CRU/NZV Congressmembers are active and "loyal" to party policies).
To avoid week-long debates on every issue though, the vote of confidence won't be only on the PM as person, but also on the PM's/Government's proposed policy for that term. At a later point, this policy would basically be a "compromise" between all policies of the parties forming the coalition (= majority of Congress).

The President and VP on the other hand will need to be a lot more apolitical, aka not favouring one's own party. Pres/VP are those representing all people of the country, both abroad and at home. Abroad, by representing the country and acting in its interest. At home, by "supervising" the actions of the Government and point out any conflict of interests or policies where they occur, especially when there won't be any active opposition. Eg. a government formed/influenced by a business lobby might be tempted to do things that would benefit only those businesses.
In many (most/all?) RL democratic countries, there are usually at least two legislative bodies. (Eg. Congress is a legislative body.) This is to ensure a balance of power. Here in our current situation, I don't see a real need for us to have another legislative body. The Pres/VP will fill the role of counter-balance to Congress/Government, while Congress will be the counter-balance to the Pres/VP. President would have the right to veto non-ingame laws - with explanation. Congress would have the possibility to over-vote the Presidential veto by 2/3 majority of all or active Congressmembers.
