New Congress Review (It's only 38% crap, I did the math)

Party Performance
There was a 77% turn out of Top 5 Party Members this month. This is the % of each party which vote😛

UKPP 76%
UKRP 91%
WRP 84%
BDP 96%


UKPP is dead on average but UKRP, WRP and BDP are doing a great job of getting high percentages of their members voting. TUP has absolutely crashed in support.

Things like party feed/PMs are especially good for small parties but these become unwieldy for larger ones so newspaper articles become much better. This is how many articles the new Congressman of each party have produced in the last month:

We can see here that UKRP are doing everything right at the moment and I don't doubt that they will do a great job of getting their policies through, which at the moment means Dictator Legislation.

BDP and WRP are small enough to rely on PMs; WRP is getting some news out there while BDP is Don Dapper's one man band at the moment. ESO only have one Congressman so those 6 articles are all CheetahCurtis' good effort.

TUP are focusing efforts into an unusually private and elitist PM and Forum system with new members strictly vetted by the party elite. This isn't getting the word out to people who actually vote in the game and I'm going to guess that some players with influence in the PM system are even ineligible or too inactive to vote.




Congressman Quality
I've rated every Congressman, giving points for Articles Written (1 per article), Congress Accountability (1 per article including presentation/manifesto) and Tankability (1 per 10,000 Strength over Divisionx2x10,000).

It's a crude measurement and I'd like to improve this for next month, Government Positions and Q7 Companies Operated would be nice things to include to hit all flavours of player. It isn't my fault that these Congressmen are not talking about these things in a manifesto though so don't get pissed off if I missed your MoD/MoE copy/paste work this month.

I'd also like a better estimation of "Tank" status, I know a linear formula isn't good enough so I want to know the strength boundaries to be considered "Tank" in each division. I kind of went off myself as an average bottom rank tank considering I do max training.

The average rating Congress achieved was 2.6, here is my list:

perilouspanther, FightAndProduce and Rory Winterbourne II stand out as good candidates. Baron Chris seem like poor choice but see Mad Pauly's extra point in the comments below. UKPP got an average score of 3.1 which was the highest, this party is more focused on strong tanks.

Lord of Bones, Sir Humphrey Appleby and Sambo223 are the good candidates here. certacito and Massacar the poor ones. UKRP was not far behind UKPP with an average of 2.9, however this party is more focused on article writing.

With UKRP's better vote turnout, I would struggle to decide if UKPP or UKRP won this election. Solid work guys.

Mr Woldy and Aaron Mark Daniels are WRP's good candidates. Aleksandar.V Popovic and Mitzuno the bad. The quality in WRP was a little less than UKPP and UKRP with an average of 2.7 with one less high quality candidate than the others.

How can the biggest party come 4th in quality as well as 3rd in votes? We know that the votes are low because of over reliance on private elite PMs, is it so surprising that this also produces lazy candidates who are likely getting there by playing politics in secret while neglecting the actual game?

Karacticus seems decent but Madelina de Melrose, Deepfryedmarsbar, Rathena Gelc and Rodney Mckay are just awful. The average was 1.9, significantly below the other established parties.



Fixing TUP
The curious thing is that TUP had three much better candidates further down the list who didn't get voted in:

Leave me and my own views/bias aside for a second, this isn't just about me. jamesw was the best candidate in TUP and was put below where he would likely be elected, dougal4chaos is at least average and deserved to be higher than some of the others.

Am I terribly biased pro myself? I'm not a hypocrite and if I'm going to write this article calling out lazy and bad Congressmen, you bet I've spent a month attempting to lead by example and show what a Congressman should do.
You can't deny that I wrote a lot of articles (11 points), have modest Strength (2 points) and wrote Congress Updates and Manifestos (5 points).

The leadership of TUP need to take a long hard look at themselves and why they are doing so poorly. The average PP, Paul Tyndale, resigning in favour of jamesw and/or Karacticus would be a start. Putting yourself in spot #1 as PP is inexcusable, especially when not even publishing your own articles outside the PP race. He should be in spot #9 so that he takes responsibility for the seat losses first.

So this party is mainly just Bruce Wayne AKA Don Dapper, he is actually a good candidate and should be in Congress. Unfortunately the rest of his party are rubbish. I suppose you can give them a break for being new but it was the same story with his previous party New Era when I was a member. An average of 1.3, the worst in the UK.



Fixing BDP
Really I think that BDP type players should integrate into other parties, former New Era members Hollenboer and Aultman are in TUP for example. This is how you save PCP/ESO guys.

You'll remove the giant bullying target a small party with some odd views and some poor social skills can create. You'll also make better use of a group of players with unique skills, who could flourish with a little more support.

The problem is parties not accepting these players because of grudge holding and political bullying. If you have nothing to say or contribute, you can abuse the guys everyone else are abusing and suddenly you are useful and people listen to you.

I firmly believe that some of the extreme/negative reactions from myself, Don Dapper and BigAnt would have been avoided if we were not routinely used as political punching bags and had our good contributions ignored or spat at.

Well, the average of this is 8 but it is only one guy so that is a little skewed. Full credit to CheetahCurtis though, he has done an outstanding job and deserves his place in Congress. Thank you to UKPP for running him.
