Here in Belgium, there are many challenges that we face. We are fortunate to have peace in our time, to not be a target of any bigger, stronger neighbor. Things change however. Friends today can become tomorrow's enemies. As we stand now, looking at players who have affiliated themselves with a party (as a gauge of minimal activity), this country has a total of 27 partially active players. This number is concerning.
Not only will more players within our country increase security through military strength, it will increase activity, making the game more enjoyable for us all.
The Plan
With this in mind, the government has decided to make one of it’s goals increasing the population base of the country. We will actively seek, identify, screen and invite players who are looking for a new home where they can fulfill their potential. To start, we are going to aim at bringing in 3 players with good stats, active history and a good article count.
In the past, HOPE dedicated themselves to increasing the population. This was not met well from all, and eventually resulted in a coup. This is not what we want to happen now. As per democracy, all CS applications will be approved only by majority consent of Congress. The message going out will be on behalf of the official government, and not one party. No incentive, or reward will be offered for the player to join any particular party. The process will be open and transparent. If after this trial run, we see the benefit of the program, we will expand immigration the following month, either if we are in government, or if another party makes it, we will attempt to work with them to keep the program running.

It's alright in order to have an estimation. But there's no better datas to use for that ? Number of voters ? Daily fighters ? ... I guess it depends on what you consider "minimal activity".
The problem here is activity. We do have players who are fighting, working etc.. but they are simply leveling up. I chose that as a simple metric to ascertain who is actually involved, even in the smallest way.
So I'm not in your "activity" stats, although playing everyday. 😁
But I don't criticize, just a matter of definition, and you explained yours. That's ok.
One more question : there's no "party affiliated" players who are not active ?

So, to guard against a potential future threat from a currently non-existent enemy, the plan is to poach active players from the limited population pools of other countries. Sounds like a self-fulfilling prophecy to me.
That is your opinion. This is the only country I have ever been in, where Immigration is a dirty word. I like talking dirty, do you like it when I talk dirty 😛
