Section I: Rights of Citizens
I.1) All citizens shall have the right to participate in all aspects of game-play as governed by game mechanics, forum masking or IRC permissions unless specifically prohibited by law.
It is his right to publish anything he wants in game as a private citizen.
He wasn’t governed by the Rules of Order and Decorum at the time of this or other articles as he wasn’t in Congress.
Muglack has received a temporary ban on the eCan forums pending his court case for publishing Closed Door Congress material that he received from someone with CDC access.
A temp ban is a violation of his Rights and Freedoms under the Charter as publishing CDC material is not specifically prohibited by law. While it may be the right of the Supreme Court to do this, I can’t find anything stating this though, it is a violation of his rights and freedoms.
Current Speakers ruling: “At the time of CDC screenshot posting, Muglack was not a congressman thus never broke any rules because the current rules only apply to Congressman. Whoever provided Muglack with the screenshots can be convicted but the knowledge of who provided Muglack with said screenshots may never be known.
So as Speaker it is my duty to enforce and make sure the rules of Congress are being followed and seeing how neither persons have broken any rules, it is not up to me if they are suspended. It is ultimately the Courts ruling and if the Courts finds them guilty and asks for the suspension I will gladly do so.”

At best he should be asked to give up his source and provide any proof
eCanada should get rid of CDC and leave military planning to the executive and military advisors, not Congress. You’re a fool if you believe CDC was ever closed.
Muglack is a newly elected Congressman and it is his right to have access to ODC and CDC, if he breaks the trust while in Congress then burn him at the stake.
Free Muglack, go ahead with the court case but give the man his access

Why planning is done in CDC is beyond me as its never been secure. The only reason its come to light publicly is becuase Addy tried to include Congress in everything and got burned.
Just this morning, a group of PTOers were banned from the forum. Previously they were denied masking, preventing them from accessing Closed Door Congress. Their behaviours were specifically prohibited by the "honesty and good faith duty". Same with Muglack - at least arguably... the court will determine. I understand that an alleged offender will always complain that his behaviour was not prohibited with sufficient specificity. Always there will be the plea for greater and greater specificity. eCanada previously travelled that road. As explained in judge Maher's reasons for judgement, it now travels a different highway: one which respects and enforces reasonable community expectations, balances harm against benefit, and considers motivation and mitigating circumstances.

I said what I did wasn't in violation of the rules they posted because as I wasn't a member of congress at the time I couldn't be held responsible for violating the Code of Conduct for that body. I never once argued that should I be brought up on charges for not dealing in "honesty and good faith" would I be innocent of the cries against me.
How can I, who brought Aeriala up on charges for calling a name, turn around and cry foul when I'm brought up on charges for something as equally trivial? That ain't my style.

agreed muglack, entirely agreed (except the trivial). Its just that the author of the article, crissfire, seems to have overlooked the point which you grant. Frankly, may i repeat what I think I said a few times previously: you acquitted yourself very honourably while speaker of the house, making difficult rulings which were intellectually honest, fair and decent. You displayed similar integrity when you would have benefited from an innapropriate impeachment. Indeed, there have been many occasions when you have impressed deeply.
this last episode was in a different vein, similar to the "I am the one who stole all the money and I fabricated all the evidence" 🙂.
As to my being wrong, that is entirely possible. I am often mistaken. We should talk more.

Just as a public reminder: the Congress Rules of Order applies to EVERYONE with access to ODC and CDC, and it always has been like that since the creation of the CDC.
