Chickensguys and Impeachment

Congressman Chickensguys - Head on Chopping Block.
Congressman Chickensguys has recklessly endangered the eUnited States of America, has acted out of accordance of the eUSA Constitution, and refuses to address the seriousness of his actions, resorting instead to trolling and defiance.

As a result, I as Congressman have approved a resolution to censure Chickensguys and according to the powers vested in the Speaker of the House by the Governing Code of the eUS Constitution section 3.32, I will support whatever additional disciplinary actions the SoH deems appropriate.

Finally, I am calling upon my constituency and the entire Citizenry of the eUSA to withhold voting for Chickensguys in any future Public election.
If Chickensguys:
reverses his course,
apologizes for his actions,
admits his offense against the Constitutional Code, and
subjects himself to whatever disciplinary action the SoH deems appropriate,

then I will call for public forgiveness and I will withdraw my call to block him from further public office.
Here is what has transpired thus far:

At roughly 16:00 eRep on day 1,357, Congressman Chickensguys proposed an Impeachment of President Cerb.

He did this without having raised discussion within Congress. I know, it says that there is a link there to the "Debate Area". Click it. That link, which is provided by the Congressman who raised the vote (in this case Chickensguys), is a fictitious link containing far too many expletives for 16 Shells to honorably reprint. His failure to precede his Impeachment vote with an Impeachment discussion is a violation of the Constitutional Code, section 3.3 which reads:

"3.3: Removal of the President of the eUnited States of America

3.31: Removal Procedure
Any Congressmen may start a forum discussion on impeachment. This proposal must then follow the procedures described in section 1.2 Proposals, Votes, and Laws. Upon receiving a majority vote, provided quorum has been met, an in-game impeachment may be proposed.

3.32: Penalties for improper procedure
Any Congressman proposing an in-game impeachment without having followed the procedure described in section 3.3 of the eUS Code shall have their forum privileges suspended pending disciplinary action to be determined by the Speaker of the House."
As you can see, Impeachment proceedings are serious business. There is a reason for this.

eRepublik Game Mechanics dictate a 7-day waiting period between Impeachment votes. This sole fact mandates extremely strict procedures regarding Impeachment. Why?

Once the Impeachment Vote has failed, if something prevents Real Life Cerb from accessing the Interwebs, the eUSA has no access to the Presidential controls to govern wars, alliances, embargos, peace treaties, and noteably, Natural Enemy designations.

Impeachment is big Government business. Not Goofy Troll Time.

Chickensguys did not raise a Congressional discussion before proposing his Impeachment vote. In other words, his action is rogue. His defence is Circus-Type.

Such an action may be understandable in an oppressive regime.
Is Cerb's Cabinet and Staff representationally oppressive?

Chickensguys makes the following claim:

"He has excluded several others because they dislike the Uswp and this whole cabinet seems like a joke."

16 Shells has knowledge of 2 Secretary level Cabinet positions that were offered to non-USWP Citizens, but which offers were returned due to Real Life Commitments. I am also personally willing to make public that Cerb invited me, a known opponent of the USWP, a Secretary Level position in his Administration. He nearly offered me Carte Blanche if I recall.

Chickensguys would have had opportunity to discover this (and other) first-hand accounts of Cerb's Multipartisan Spirit had he followed Legal Congressional Procedure. Then we would not be having this discussion in public. 16 Shells regrets that this even needs to be made public, and further opines that Chickensguys is just the next sham-Citizen whose actions must be permanently dismissed as intentionally divisive. Real Life Chickensguys just wants to screw with you. Ignore Him Completely.
Chickensguys' attention-grabbing maneuver is the way of Pizza the Hut. The guiding philosophy of that school of thought is that any attention, no matter positive or negative, is a bonus, combined with the skewed worldview that "I am always right". It is a lonely world.
